Our knowledge of the cognitive and social-emotional functioning of developmentally disabled infants and preschoolers derives, in large part, from our assessment of such children. This book has been developed to familiarize readers with the characteristics of developmentally disabled children, and to introduce to readers aspects of measurement that are of relevance to the assessment of atypical infants and preschoolers. The book has been developed with clinicians and prospective clinicians in mind. These are individuals who are committed to the care and education of developmentally disabled infants and preschoolers and the families of those children. The book has thus been written to provide support for the use of assessment data in planning early interven tion programs. Of special note in the development of this edited book is that it is divided into four major parts with interrelated chapters in each part. The authors of chapters in Parts II and III had access to the chapters in Part I before writing their chapters. The summary chap ters found in Part IV were similarly written by authors having access to all chapters in Parts I-III. This approach to the development of an edited book was chosen as a way of ensuring an integration of major concepts throughout the book. This process is also a reflection of our belief that assessment is an interdisciplinary process, involving the syn thesis of a number of diverse interests.

The purpose of this document is to suggest guidelines for the identification and assessment of children who should participate in programs related to the infant-toddler (Part H) and the preschool (Part B, Section 619) components of Public Law 99-457, the Education of the Handicapped Amendments of 1986. The guidelines integrate information from the fields of medicine, health care, social services, psychology, and education and describe practices to advance the field of early intervention and improve services to children and families. The document first describes the requirements of Public Law 99-457 regarding screening and assessment. A theoretical viewpoint about childhood development is presented, and the differences between screening and assessment are outlined. The complex factors involved in defining the population to be served by Public Law 99-457 are noted, and guidelines for screening and assessing young disabled and developmentally vulnerable children are then proposed. A sequenced planning process is outlined and future tasks are listed. Appendices are attached that contain illustrations of several different models, representative lists of screening and assessment instruments and procedures, a glossary, and regulations from Public Law 94-142 and Public Law 99-457 that pertain to screening and assessment. This is the fourth volume in the Rehabilitation Education Series. It is the first volume tobe co-edited and follows a volume on quality of life. The first few years of a child' s life sets the pattern for many issues associated with quality of life. Although intervention may at later stages enhance quality oflife, it is in these first years thatthe attitudes and systems of society can have long lasting effects. The early years are increasingly seen as the province of the educator and in children with disabilities, special education. They are already recognized as the province of the health professional. Here we attempt to take a different line re-inforcing the idea that child and family are the interacting system we serve. The needs are often multidisciplinary, but we need to recognize context as the critical marker. Thus assessment needs tobe linked to program mes and therefore programmes themselves have tobe evaluated, and environmental issues underlined. In particular the contribu tion from those with sociological interests are noted. Brain disordersâ€"neurological, psychiatric, and developmentalâ€"now affect at least 250 million people in the developing world, and this number is expected to rise as life expectancy increases. Yet public and private health systems in developing countries have paid relatively little attention to brain disorders. The negative attitudes, prejudice, and stigma that often surround many of these disorders have contributed to this neglect. Lacking proper diagnosis and treatment, millions of individual lives are lost to disability and death. Such conditions exact both personal and economic costs on families, communities, and nations. The report describes the causes and risk factors associated with brain disorders. It focuses on six representative brain disorders that are prevalent in developing countries: developmental disabilities, epilepsy, schizophrenia, bipolar disorder, depression, and stroke. The report makes detailed recommendations of ways to reduce the toll exacted by these six disorders. In broader strokes, the report also proposes six major strategies toward reducing the overall burden of brain disorders in the developing world.

Children living in poverty are more likely to have mental health problems, and their conditions are more likely to be severe. Of the approximately 1.3 million children who were recipients of Supplemental Security Income (SSI) disability benefits in 2013, about 50% were disabled primarily due to a mental disorder. An increase in the number of children who are recipients of SSI benefits due to mental disorders has been observed through several decades of the program beginning in 1985 and continuing through 2010. Nevertheless, less than 1% of children in the United States are recipients of SSI disability benefits for a mental disorder. At the request of the Social Security Administration, Mental Disorders and Disability Among Low-Income Children compares national trends in the number of children with mental disorders with the trends in the number of children receiving benefits from the SSI program, and describes the possible factors that may contribute to any differences between the two groups. This report provides an overview of the current status of the diagnosis and treatment of mental disorders, and the levels of impairment in the U.S. population under age 18. The report focuses on 6 mental disorders, chosen due to their prevalence and the severity of disability attributed to those disorders within the SSI disability program: attention-deficit/hyperactivity disorder, oppositional defiant disorder/conduct disorder, autism spectrum disorder, intellectual disability, learning disabilities, and mood disorders. While this report is not a comprehensive discussion of these disorders, Mental Disorders and Disability Among Low-Income Children provides the best currently available information regarding demographics, diagnosis, treatment, and expectations for the disorder time course - both the natural course and under treatment.
