The Constitution establishes a number of institutions intended to support constitutional democracy. These institutions are independent and must account to Parliament. These institutions are: (a) the six institutions established by the Constitution in Chapter 9 (the Public Protector; the Human Rights Commission; the Commission for the Promotion and Protection of the Rights of Cultural, Religious and Linguistic Communities; the Commission on Gender Equality; the Electoral Commission; the Auditor-General), and (b) four other constitutional institutions (the Independent Communications Authority of South Africa (ICASA); the Pan South African Language Board; the Public Service Commission; and the Financial and Fiscal Commission). This report aims to indicate the degree to which the reports of the intuitions reflect on the state of democracy in South Africa.
