This book upturns many established ideas regarding the economic and social history of Quebec, the Canadian province that is home to the majority of its French population. It places the case of Quebec into the wider question of convergence in economic history and whether proactive governments delay or halt convergence. The period from 1945 to 1960, infamously labelled the Great Gloom (Grande Noirceur), was in fact a breaking point where the previous decades of relative decline were overturned – Geloso argues that this era should be considered the Great Convergence (Grand Rattrapage). In opposition, the Quiet Revolution that followed after 1960 did not accelerate these trends. In fact, there are signs of slowing down and relative decline that appear after the 1970s. The author posits that the Quiet Revolution sowed the seeds for a growth slowdown by crowding-out social capital and inciting rent-seeking behaviour on the part of interest groups.

Environmental and economic agreements have proliferated (infrastructure, trade, investment, labour mobility) and a total of three joint provincial -cabinet meetings were held between 2008, 2009, and 2010. This paper develops a method of testing levels of economic integration based upon consumption smoothing, and tests it using data on trade balances across Canadian provinces. The results indicate the provinces are highly integrated within Canada, but integration between Canada and the rest of the world is partial. Provincial trade balances respond only about half as much to events in the rest of the world as they do to events within Canada. In short, national borders appear to matter for intertemporal trade.

A comparative economic history of Quebec and Ontario of the 1870-1910 period, based largely upon the available statistical sources, establishes that the economic development of Quebec lagged behind that of Ontario in terms of total output per capita and manufacturing output per capita in particular. This thesis concentrates upon explaining the raison d'être underlying Quebec's lagged manufacturing development--a crucial determinant of the increasing total differential in per capita value added. It is argued that this increasing Quebec/Ontario differential can be attributed to Quebec's lag in manufacturing employment growth despite Quebec being only a slightly less profitable domain for manufacturing activity than Ontario. I find that it is highly likely that Quebec's lag in employment growth was largely, but not entirely, a result of demand side problems situated in its relatively lower income per employee in manufacturing and, more importantly, its relatively stagnant agricultural sector which generated only a negligible disposable income. Quebec's relatively retarded development took place in the context of the cost of labour in Quebec being consistently less than in Ontario. This challenges the received view that economic development is positively related to relatively low labour costs and negatively related to high labour costs. The statistical appendix contains a complete reclassification of the Quebec and Ontario manufacturing census material and new weighted price indexes for Quebec, Ontario and Canada for the 1850-1910 period.
