The post-Cold War operating environment, the strategic corporal phenomenon, the war on terrorism, and the increased public demand for ethics and professionalism in the Canadian Defence Force present significant challenges for the Canadian Defense Ethics Program. The problem is that ethical decision making for members of the Canadian Forces is becoming more challenging, while at the same time there is less tolerance of poor ethical decision making. The Canadian Department of Defense implemented the umbrella Defense Ethics Program in 1997 for both federal civil servants and military members. The program does not specifically address the unique professional challenges associated with military ethical decision making. Thus, the central research question of this thesis is whether Defense Ethics Program guidance is effective. Three case studies tested Defense Ethics Program ethical decision-making guidance in comparison to two allied military decision-making models. Defense Ethics Program guidance proved effective in one case study involving a nonoperational ethical dilemma. In two case studies involving operational dilemmas, Defense Ethics Program guidance proved less effective than the two allied military decision-making models. If the Canadian Defense Ethics Program adopted an operationally oriented ethical decision-making model, then it would provide more effective guidance for members of the military. (50 refs.).

"The thesis suggests that homeland security personnel lack a uniform method to make sound and defensible ethical decisions. Building on a foundation of classical ethical thought, it is established that ethics are essential to the work of homeland security. Philosophical underpinnings include virtue ethics, deontology, utilitarianism, decision-making practices, and values common to the homeland security enterprise. Real-world case studies were examined in an attempt to understand and demonstrate what can happen if ethics are neglected, considered incompletely or incorrectly, or thoughtfully applied. Case studies include the response to Hurricane Katrina, motivation and thought behind terrorism, and the discussion on torture. Examples of good ethics programs were analyzed, including the Canadian Defense Ethics Program and the Wildfire Fire Leadership Development Program. From this research, a conceptual framework for understanding was developed. The DRIVE framework (Duty, Respect, Integrity, Vision, Ends/Expected outcomes) is proposed to give homeland security personnel the tools necessary to evaluate a situation, make a decision, and review it retrospectively. The framework is easy to remember, flexible to allow for individual differences, yet comprehensive enough to encompass classical ethical thought, common values, and decision-making. The thesis recommends developing an ethics-training program for homeland security, using DRIVE as a foundation"--Abstract.

DRDC Toronto has an ongoing commitment to investigating moral and ethical decision-making (MEDM) in Canadian Forces (CF) operations. Several projects had been previously funded through the Technology Investment Fund (TIF) awarded to the research team from the Command Effectiveness and Behaviour (CEB) section. This work has recently been extended into a 3-year Applied Research Program to further explore MEDM in operational contexts. This report proposes research ideas that could be explored in the context of this 3-year Applied Research Program (ARP). This research agenda is driven by two compatible motives: (1) to remain systematic and theory oriented and (2) to contribute to the CF's operational readiness in the domain of MEDM. The work on this research plan began with brainstorming a wide range of topics relevant to moral and ethical decision-making. Many of these topics derived from previous research exploring MEDM (Thomson, Adams, & Sartori, 2005; Thomson, Adams, & Sartori, 2006a; Thomson & Adams, 2007) and from focus group discussions with the DRDC Toronto MEDM Team. These research areas included person-based factors, team factors, contextual factors, situational factors, judgement and decision-making, emotion, and moral motivation and behaviour. Based on this initial mapping of the target domain, these broad areas were then narrowed to several focal areas, based on the following criteria: 1) their ability to contribute to the operational effectiveness of Canadian Forces; 2) their ability to contribute to the broader MEDM literature, and 3) on the skills and interests of the research team. Proposed focal areas include self-identity (person-based factor), team diversity (team factor), the role of collaborative processing (judgement and decision making), and the process of moral disengagement (moral motivation and behaviour).

Ethical conduct standards have been a great concern of the Department of Defense (DoD) for decades. This is especially true in how its employees, particularly contracting officials, use them in making an ethical business decision. Most recently, August 30, 1993, DoD reissued the DODD 5500.7, Standards of Conduct and implemented the new DoD 5500.7-R, Joint Ethics Regulation (JER) to 'standardize' all ethical conduct standards. These ethical conduct standards, contained in the JER, represent one standard meant to be followed by all DoD components. This Thesis develops a model ethics program meant for use by all DoD component contracting offices and other entities such as a contracting division of a systems command. It contains standardized program elements used to implement the conduct standards espoused in the JER.
