As the supply then printed has been exhausted, this fresh edition has been prepared because information on the subject is frequently sought, both by persons who, for their own reasons, desire to study it, and by those whose Official duties require that they should become acquainted with the general system, and in some measure with its details. In this edition the statistics have been brought up to the latest date, and I am glad to say that they fully bear out all the observations on the success of the system which I felt justified in making in 1872. Any important changes of practice which have been made since 1872 have also been noticed; and though this little book does not profess to describe any part of our prison system but that which deals with Penal Servitude Prisons, yet, as the short sentence prisons were slightly referred to in the original work, notice has been taken Of the great change made by the Prison Act which placed them under control of the State from 1st April, 1878, and linked the administration to that which manages the Penal Servitude Prisons, has been also noticed.
