An increasingly important and often overlooked issue in science and technology policy is recognizing the role that philanthropies play in setting the direction of research. In an era where public and private resources for science are strained, the practices that foundations adopt to advance basic and applied research needs to be better understood. This first-of-its-kind study provides a detailed assessment of the current state of science philanthropy. This examination is particularly timely, given that science philanthropies will have an increasingly important and outsized role to play in advancing responsible innovation and in shaping how research is conducted. Philanthropy and the Future of Science and Technology surveys the landscape of contemporary philanthropic involvement in science and technology by combining theoretical insights drawn from the responsible research and innovation (RRI) framework with empirical analysis investigating an array of detailed examples and case studies. Insights from interviews conducted with foundation representatives, scholars, and practitioners from a variety of sectors add real-world perspective. A wide range of philanthropic interventions are explored, focusing on support for individuals, institutions, and networks, with attention paid to the role that science philanthropies play in helping to establish and coordinate multi-sectoral funding partnerships. Novel approaches to science philanthropy are also considered, including the emergence of crowdfunding and the development of new institutional mechanisms to advance scientific research. The discussion concludes with an imaginative look into the future, outlining a series of lessons learned that can guide how new and established science philanthropies operate and envisioning alternative scenarios for the future that can inform how science philanthropy progresses over the coming decades. Along with the political and economic reforms that have characterized the post-Mao era in China there has been a potentially revolutionary change in Chinese science and technology. Here sixteen scholars examine various facets of the current science and technology scene, comparing it with the past and speculating about future trends. Two chapters dealing with science under the Nationalists and under Mao are followed by a section of extensive analysis of reforms under Deng Xiaoping, focusing on the organizational system, the use of human resources, and the emerging response to market forces. Chapters dealing with changes in medical care, agriculture, and military research and development demonstrate how these reforms have affected specific areas during the Chinese shift away from Party orthodoxy and Maoist populism toward professional expertise as the guiding principle in science and technology. Three further chapters deal with China's interface with the world at large in the process of technology transfer. Both the introductory and concluding chapters describe the tension between the Chinese Communist Party structure, with its inclinations toward strict vertical control, and the scientific and technological community's need for a free flow of information across organizational, disciplinary, and national boundaries.

But to think through the complex human phenomenon of technology we must tackle philosophy of science, philosophy of culture, moral issues, comparative civilizational studies, and the economics of specific industrial and military technologies in their historical contexts. The philoso pher wants to grasp the technological factor in this troubled world, even as we see it is only one factor, and that it does not speak openly for itself. Put directly, our human troubles to a considerable extent have been transformed, exaggerated, distorted, even degraded, perhaps transcended, by what engi neers and scientists, entrepreneurs and politicians, have wrought. But our problems are ancient, problems of dominations, struggles, survival, values in conflict, greed and insane sadisms. To get some conceptual light on the social reality which seems immediately to be so complicated, a philosopher will need to learn from the historians of technology. A few years ago, the philosopher Elisabeth Straker concluded that "a his torical philosophy of technology [is required] since history - and history alone - provides all those concepts that form part of the repertoire of the philosoph ical analysis of technology". And she added that this goes far beyond the triviality that like other cultural achievements technology has its historical development. Now historical comprehension is no substitute for a logical methodology in the analysis of technological problems.

Benchmarks for Science Literacy takes this one step further.
