For the first time, the French government has succeeded in creating a national strategy that complies with both French national interests as well as the requests of the European Commission. It has used inputs from Roma civil society. No official evaluation of the previous strategy has taken place that could have provided more specific guidance regarding lessons learned. Despite this, noticeable improvements have taken place. Within the new National Roma Strategic Framework (NRSF), the former approach of emphasising national security, forced evictions, and the destruction of slums, which affects migrant Roma from Romania and Bulgaria, has been replaced with one that focuses on social inclusion. Unfortunately, we cannot say the same regarding the Gens du Voyage, in relation to whom national security concerns seem to remain an obstruction with respect to enforcing the law on stopping places.

The main strength of the 'National Strategy for Roma Equality, Inclusion and Participation 2021-2030' (NRSF) in Spain is its inclusion of the fight against antigypsyism as a cross-cutting issue, representing an advance on the 'National Roma Integration Strategy 2012- 2020' (NRIS). However, we observe shortcomings relating to the commitment implicit in the 'EU Roma Strategic Framework for Equality, Inclusion and Participation 2020-2030' (EURSF) to the creation of indicators which can provide the data necessary for the design of effective public policies, as well as the funding and monitoring of the achievement of objectives set out in it. The significant delay in drafting the first Operational Plan presents an obvious difficulty, given that it will not be approved before September or October 2022. This will be almost a year after the approval of the NRSF, and 22 months after it nominally came into force.

The process of developing the 'Strategy for Equality, Inclusion and Participation of the Roma by 2030 (NRSF)' and its 'Action Plans 2022-2024' (APs) has been open, participatory, and inclusive to the extent possible given the pandemic situation caused by Covid-19. Among the strengths of the NRSF are the clearly defined actions that are elaborated under the sub-objectives for meeting the global objectives of the different areas of the APs in 2022-2024. The participatory process of the preparation of the NRSF and APs, the involvement of Roma and pro-Roma organisations, and of Roma experts is also a very strong point. Weaknesses include the lack of direct involvement of local governments, the potential lack of political will to implement the measures, as well as the issue of funding from the state budget, which is not provided for in relation to many of the measures and activities defined in the APs.

The high level of involvement of civil society and participation of Roma in the evaluation of the strategy is also very positive. A clear improvement since the last strategy is the focus on the participation of civil society and the inclusion of the antigypsyism issue as well as the fight against poverty. The regular implementation of the dialogue platform provides a high-level instrument, which is very positive. However, more, and above all tangible accessible consultation mechanisms are needed to reach out even more to civil society.

Several organisations of Sinti and Roma and those working with them were interviewed for the purpose of this report. This monitoring report relies on qualitative secondary research analysis of studies and policy literature, as well as on interviews with stakeholders. The following documents have been analysed: policy documents, parliamentary enquiries, reports from municipal administrations, civil society organisations (CSOs), and studies of research centres. Twenty-two semi-structured interviews were conducted with representatives of organisations of Sinti and Roma, other CSOs, ministries, regional and local governments, and administrations and researchers. Two focus groups on participation and youth were carried out, gathering together representatives from Roma activists from seven cities.

The 'National Roma Inclusion Plan for the period from 2021 to 2027' (NRSF)1 and the 'Action Plan for the Implementation of the NRSF for the period 2021-2022' (AP-NRSF) 2 are more comprehensive and developed than the previous 'National Roma Inclusion Strategy for the period from 2013 to 2020' (NRIS). 3 The main strength of the NRSF and the AP-NRSF is the data that allows for the measurement of the impact and creates the ground for clearly defining the goals. Following recommendations from the external evaluation of the previous NRIS, 4 more stakeholders were involved during the preparation of the NRSF and AP-NRSF, and the number of other governmental institutions and ministries involved in the implementation of the activities increased. The budget is more significant as funds are allocated from European and domestic sources. Additionally, there are funds which are ensured through other policies and documents such as the 'Operational Programme for National Minorities from 2021-2024' (OMP).
