In the current panorama of urban growth and planning in many urban territories of western societies, open spaces are residual spaces of urban occupation or are reserved for eventual occupation. Open spaces have been viewed in this manner in the earlier stages of the compact city and especially now, in a time of the dispersed territories characterized by discontinuity, heterogeneity, and fragmentation. The disciplinary perspectives of ecology, geology, landscape architecture, and urbanism, but also public opinion, have for some time promoted the conservation and protection of the most valuable natural spaces, and efforts have been made to remove such spaces from the real estate market. However, such positions, usually radical, are insufficient for territorial equilibrium and inevitably lead to the progressive disappearance of valuable natural spaces.

Challenge of the Land: Open Space Preservation at the Local Level deals with the challenge of the land at the municipal level and how it can be addressed using proven techniques of open space preservation. Open space preservation is a planner's issue that is constantly debated, in particular on the success of the implemented instruments. Assessments of policy-effectiveness face many methodological problems that are briefly discussed here. We choose to analyse the contribution of Dutch policies to open space preservation by comparing actual land-use developments within different restrictive planning regimes. The presented analysis differs from comparable efforts that usually rely on census statistics through its use of local-level geographical data and spatial analysis techniques. Our approach has the advantage of being able to analyse the impact of spatially explicit regional zoning regulations. In addition to comparing regions with strict and less strict regimes, this paper also assesses the importance of another open-space characterisation. The latter refers to a distinction in agriculturally shaped and exploited landscapes and natural areas. We conclude the analysis with a discussion on possible spatial planning implications.

There has been a recent explosion of research incorporating a spatial dimension in environmental and natural resource economics, where the spatial aspects of human behaviour or the natural environment make a crucial difference in the analysis and policy response to the problem. Much of this research has been driven by the growing availability of spatially explicit social science data and the development of tools and methodological advances to use these data. Collected in this volume are 24 key articles considering the reasons for spatial variation in policies, due to either efficiency or equity considerations, and the consequences of that spatial variation for both environmental and economic outcomes. These articles demonstrate that the failure to address spatial issues in the analysis can create two problems: (1) the analysis provides a poor basis for predicting actual behaviour that is specifically based upon spatial considerations, and (2) the analysis fails to provide a basis for designing spatially targeted policies that could lead to more efficient outcomes.
