Excerpt from A New Self-Supporting System of General Education I thank the American Institute of instruction for calling me from my cold hill country, - from the frowning and inaccessible mountains of the " Granite State," to this grand and busy metropolis of manufacturing cities, to address so high an educational power on a favorite theme. Though the subject of "Oral Instruction" was assigned me, you will allow me also to give a concise view of a new and self-supporting system of general and liberal education, built mainly on this mode of instruction, practised in unison with proper handicraft. Excerpt from A Complete System of Education: A Lecture Delivered Before the American Academy of Arts and Sciences, January 19, 1853 Laws for the promotion of education will undoubtedly, if wisely made, be of great, of incalculable benefit to the whole community, through their direct action, and of still greater advantage through that which is indirect; and I now propose to suggest what it seems to me, would be a true and com plete system of education for the benefit, and by the means and resources of the Commonwealth, and to urge some argu ments to show the importance of the object, and the duty which devolves on the government of the Commonwealth to carry into execution such scheme of general education as shall appear to it most comprehensive and useful. The present educational plans of Massachusetts embrace nothing more than the Common school for children, and the Normal school for the teachers. Nothing is taught, under the auspices of the Commonwealth, but the absolute neces sities of intellectual life; those elements which may ena ble the child of a poor man, if endowed with an ardent genius, to educate himself imperfectly in after life, or the son of a rich man to move on more rapidly, under the guidance of such instructors as may be procured for him by a liberal expenditure. The acquisition of knowledge, the discipline of the mind which is the best result of the best education, is not a task so soon or so easily finished. The road is steep, difficult, abounding with obstacles, interminable. And shall the State, the common mother, content herself with standing at its very entrance, just holding the gate open, and saying En ter, my children, this is the road to eminence - climb up these first hills, and you will have a splendid view of moun tains upon mountains beyond, which you may ascend if you like, and which you must climb if you mean to reach a really lofty position? Excerpt from National Education: Remarks on the Speech and Plan of Lord John Russell IT behoves the people, then, well to consider, whether they are disposed to entrust the work of training the young to the Government, whether any necessity for so great a change has been shown, - whether the vast educational agencies which have done so much within the last half century have come to a stand, - whether freedom is so bad a system, and parental responsibility and religious zeal are such inadequate motives, as to compel us to surrender our dearest interests to official management, whether Government has evinced such wisdom, care, vigilance, and energy in the discharge of its other duties as to prove that it will be the best of educators, - whether especially a work involving the duties and interests of religion may be fitly handed over to Ministers of State and the Bench of Quarter Sessions, - whether the principles of legal compulsion and governmental provision and control, once adopted, may not be extended to other matters of the utmost importance and delicacy, such as religion, the press, industry, and family arrangements, - whether changes like these, from voluntary to official management, are conducive to the independent Spirit, the self-relying energies, and the moral welfare of the nation, - and whether the working classes of England are so destitute of natural affection and common sense that they neither are now, nor can ever be expected to be, fit judges of the proper duration of their children's education. I do not deny that it is possible for the State, with some apparent and outward advantages, to direct both the religious and educational institutions of a country. But I do deny, with the emphasis of the deepest conviction, that the results on the whole are as satisfactory as when the people, thrown upon their own resources, principles, and consciences, provide themselves the means of their religious instruction and of the educa tion of their children. I believe that civil and religious freedom depends upon this self-relying action of the people and that the more the people are taught to depend upon the Government, the feebler become their virtue and their love of liberty.
