This monograph describes a federal freight policy designed to address growing challenges faced by the U.S. freight network in an environment dominated by declining revenues and public resistance to increasing taxes. The strategy is based on the use of benefit-cost analysis to not only calculate the overall benefits of a project but also disaggregate project costs and benefits by location, stakeholder, and level of government. The approach rejects the notion that the federal government should automatically pay the major cost of a freight project; instead, it advocates requiring identifiable beneficiaries to pay a share of project costs proportionate to the benefits they receive, while identifying important spillover costs and benefits. The approach also rejects the view that the federal commitment should always be limited to costs that local and state participants cannot or will not cover; instead, the authors describe steps to determine when federal assistance may be warranted, and how much, based on a project's scope and the benefit it provides to the nation. The authors discuss ways in which the strategy could be efficiently and sustainably funded by increasing and encouraging the use of user-based pricing.

This synthesis describes the process by which state departments of transportation and Metropolitan Planning Organizations (MPOs) integrate freight planning into the surface transportation planning process. It will be of interest to state and MPO planners, port planners; traffic engineers; and to the trucking, rail, and shipping interests in both the public and private sectors. This report of the Transportation Research Board discusses the requirements for freight planning resulting from the Intermodal Surface Transportation Efficiency Act (ISTEA) with particular emphasis on the development of an intermodal management system (IMS). In addition, that act narrowed the application of the congestion management system (CMS), which is also discussed in the synthesis. Since enactment of that legislation, another act, the National Highway System Designation Act of 1995 was passed and makes the IMS optional rather than mandatory. This has not changed the philosophy or the intent of these planning applications, but it has changed the implementation aspects. Many agencies, however, are continuing with the IMS and CMS planning process. This report describes the methods used by selected agencies for forecasting freight flows, data collection practices, and the techniques for integrating freight planning into the established surface transportation planning processes at the state and regional levels.

Although efforts to improve freight transportation efficiency and reliability have been successful, the U.S. transportation system is now facing challenges that, unless addressed, may jeopardize its reliability. Allowing transportation system reliability to erode would add additional pressure to U.S. companies operating in an increasingly competitive international market and place more burdens on communities seeking to sustain their economic base and quality of life. Improved logistics has thus far been able to address the corrosive effects of the loss of system reliability. Unfortunately, the ability of logistics to provide additional offsetting savings appears to be nearing its limit, as are the savings attributable to deregulation. Unless these challenges are addressed, more discretionary income will be devoted to moving materials and products, businesses will be constrained in their adoption of innovative strategies to maintain global competitiveness, quality of life-as measured by congestion-will suffer, and safety and security could be jeopardized.
