New York says with the Old Dutch province of Zealand, Education is the cornerstone Of the commonwealth. And if this state regards With peculiar interest and pride the legislators who usually assemble in this chamber, with what feeling should she not regard your deliberations, which are largely directed to the question how best to make those legislators. When the Yankee said to the acute European that the school in this country was the workshop in which all things, if you will allow me, we are to impress upon the people in this state, as the 1esult of your deliberations, that education is not to be valued chiefly as a material advantage, but as a Spiritual force. It is as-gross a wrong, believe me, to represent education' as merely the means of securing material success as it is to describe beauty as merely giving pleasure to the eye. Doubtless education is the' minister of what we usually call success; doubtless beauty everywhere is pleasing to the eye; but the final end of education as of beauty is the enlargement of the mental horizon, the strengthening of the mental powers, and more than all, the quickening of the spiritual life. Excerpt from Proceedings of the Seventh Anniversary of the University Convocation: Of the State of New York, Held August 2d, 3d, and 4th, 1870 The committee of arrangements on the part of the Regents were Chancellor Pruyn, Governor Seymour, Mr. Benedict, Mr. Hawley, Mr. Clinton, Mr. Perkins, and Secretary Woolworth. The meeting was held, according to appointment, on the 4th and 5th days of August, 1863. Chancellor Pruyn brie y stated the objects entertained by the Regents, which were mainly to consider the mutual relations of colleges and academies, and to promote, as largely as possible, the cause of liberal education in our State. While it is a part of the duty of the Regents of the University to visit the fourteen colleges and more than two hundred academies subject to their supervision, it is obvious that this cannot be done as frequently as desirable, and that some such method as is now proposed, whereby teachers may compare views with each other and with the Regents, and discuss methods of instruction and general modes of procedure, is alike practicable and necessary. Ou Rivington street, in the slums of New York, in a dis trict from which comes one-tenth of the criminals of New York city, a college settlement has been established and in connection with it a free library. The librarian reports that the first demand of every boy is for a life of George Washington, and that when the biographies have been exhausted, the second choice is for a history that has something about George Washington. If a recent magazine article on Why an Irish boy should make a good American citizen, could teach not only our friends from the Emerald Isle, but immigrants from other nations as well, their duties as citizens of the Republic, and if Bishop Potter's address could be placed in the hands of every native American, the teach ing of history would receive greater encouragement than has yet been vouchsafed to it. Traces the development of the sanitary and health problems of New York City from earliest Dutch times to the culmination of a nineteenth-century reform movement that produced the Metropolitan Health Act of 1866, the forerunner of the present New York City Department of Health. Professor Duffy shows the city's transition from a clean and healthy colonial settlement to an epidemic-ridden community in the eighteenth century, as the city outgrew its health and sanitation facilities. He describes the slow growth of a demand for adequate health laws in the mid-nineteenth century, leading to the establishment of the first permanent health agency in 1866.
