The Vietnam War, and Australia’s part in it, was a major military event, calling for willingness to face death and destruction on the battlefield on the part of those sent there, especially the men of our infantry battalions who formed the spearhead of our forces in Vietnam. For many reasons, the Australian public know relatively little about what our Army did in Vietnam during the war, particularly during the years of our peak commitment, 1965–72. This book attempts to make the true nature of the war clearer to readers, emphasising how hard fought it was during major operations. Twenty-seven of the contributing authors of this book were involved in the 1966 deployment of the 1st Australian Task Force into Phuoc Tuy Province. This formation was the first Australian Army force larger than an infantry battalion group to be deployed into a major war since World War II. 5th Battalion, the Royal Australian Regiment (5 RAR), was in the vanguard as the task force’s first element committed to operations to seize and occupy Nui Dat base and embark on establishing dominance over the enemy. The narratives presented in this book give rare insights into thoughts of the soldiers at the time and how they have come to view the Australian Government’s hurried expansion of its initial commitment to that war, the Army’s state of preparedness for that wider involvement, and how those in its forefront adapted to get the job done, both in and out of operations, despite numerous shortcomings in higher level planning. Both professional soldiers and conscripted national servicemen have contributed viewpoints to these pages.

Perhaps the best single way to summarize it is to view the book as a bureaucratic or organizational history. What the author does is to take three distinct historical themes-organization, technology, and ideology and examine how each contributed to the development of WWMCCS and its ability (and frequent inability) to satisfy the demands of national leadership. Whereas earlier works were primarily descriptive, cataloguing the command and control assets then in place or under development, The book offers more analysis by focusing on the issue of how and why WWMCCS developed the way it did. While at first glance less provocative, this approach is potentially more useful for defense decision makers dealing with complex human and technological systems in the post-cold-war era. It also makes for a better story and, I trust, a more interesting read. By necessity, this work is selective. The elements of WWMCCS are so numerous, and the parameters of the system potentially so expansive, that a full treatment is impossible within the compass of a single volume. Indeed, a full treatment of even a single WWMCCS asset or subsystem-the Defense Satellite Communications System, Extremely Low Frequency Communications, the National Military Command System, to name but a few-could itself constitute a substantial work. In its broadest conceptualization, WWMCCS is the world, and my approach has been to deal with the head of the octopus rather than its myriad tentacles.

This survey of more than fifty years of national security policy juxtaposes declassified U. S. national intelligence estimates with recently released Soviet documents disclosing the views of Soviet leaders and their Communist allies on the same events. Matthias shows that U. S. intelligence estimates were usually correct but that our political and military leaders generally ignored them&—with sometimes disastrous results. The book begins with a look back at the role of U. S. intelligence during World War II, from Pearl Harbor through the plot against Hitler and the D-day invasion to the &"unconditional surrender&" of Japan, and reveals how better use of the intelligence available could have saved many lives and shortened the war. The following chapters dealing with the Cold War disclose what information and advice U. S. intelligence analysts passed on to policy makers, and also what sometimes bitter policy debates occurred within the Communist camp, concerning Vietnam, the Bay of Pigs, the Cuban missile crisis, the turmoil in Eastern Europe, the Six-Day and Yom Kippur wars in the Middle East, and the Soviet intervention in Afghanistan. In many ways, this is a story of missed opportunities the U. S. government had to conduct a more responsible foreign policy that could have avoided large losses of life and massive expenditures on arms buildups. While not exonerating the CIA for its own mistakes, Matthias casts new light on the contributions that objective intelligence analysis did make during the Cold War and speculates on what might have happened if that analysis and advice had been heeded.
