Natural World Heritage sites, such as the Serengeti, or Natural and Cultural Heritage sites, such as the Historic Centre of Rome, have the common feature of being a treasured resource of global importance. The 1121 properties on the World Heritage (WH) list have permanent recognized value for humankind. Most of those >1000 locations are at some risk from changes in climate. This book includes research papers submitted to and presented during the first international conference on Cultural Sustainable Tourism (CST) that was held in Thessaloniki, Greece in November of 2017. Creating and Governing Cultural Heritage in the European Union: The European Heritage Label provides an interdisciplinary examination of the ways in which European cultural heritage is created, communicated, and governed via the new European Heritage Label scheme. Drawing on ethnographic field research conducted across ten countries at sites that have been awarded with the European Heritage Label, the authors of the book approach heritage as an entangled social, spatial, temporal, discursive, narrative, performative, and embodied process. Recognising that heritage is inherently political and used by diverse actors as a tool for re-imagining communities, identities, and borders, and for generating notions of inclusion and exclusion in Europe, the book also considers the idea of Europe itself as a narrative. With its celebrated World Heritage List, UNESCO steers the global heritage agenda through the definition and redefinition of what constitutes heritage and by offering the highest-level forum for heritage professionalism. While it is the national governments that nominate sites for inclusion in the World Heritage List, and the intergovernmental World Heritage Committee that makes the final decision on inclusion or non-inclusion, it is the International Council on Monuments and Sites (ICOMOS) for cultural heritage that determines whether the necessary level of ‘outstanding universal value’ is met. Focusing on the discourses of ICOMOS and their transmission to the local context, this book is the first in-depth historical analysis of the construction of heritage value in the context of cities illustrated through a case study of Old Rauma in Finland. The book contributes to the understanding of the discursive and constructed nature of World Heritage values as opposed to intrinsic values, critically scrutinizes the role of ICOMOS in making valuations concerning urban heritage, and sheds light on the interactions and tensions of universal and local (urban) perspectives in the practice of heritage valuation.
