Sri Lanka has shown remarkable persistence in low female labor force participation rates—at 36 percent from 2015 to 2017, compared with 75 percent for same-aged men—despite overall economic growth and poverty reduction over the past decade. The trend stands in contrast to the country’s achievements in human capital development that favor women, such as high levels of female education and low total fertility rates, as well as its status as an upper-middle-income country. This study intends to better understand the puzzle of women’s poor labor market outcomes in Sri Lanka. Using nationally representative secondary survey data—as well as primary qualitative and quantitative research—it tests three hypotheses that would explain gender gaps in labor market outcomes: (1) household roles and responsibilities, which fall disproportionately on women, and the associated sociophysical constraints on women’s mobility; (2) a human capital mismatch, whereby women are not acquiring the proper skills demanded by job markets; and (3) gender discrimination in job search, hiring, and promotion processes. Further, the analysis provides a comparison of women’s experience of the labor market between the years leading up to the end of Sri Lanka’s civil war (2006†“09) and the years following the civil war (2010†“15). The study recommends priority areas for addressing the multiple supply- and demand-side factors to improve women’s labor force participation rates and reduce other gender gaps in labor market outcomes. It also offers specific recommendations for improving women’s participation in the five private sector industries covered by the primary research: commercial agriculture, garments, tourism, information and communication technology, and tea estate work. The findings are intended to influence policy makers, educators, and employment program practitioners with a stake in helping Sri Lanka achieve its vision of inclusive and sustainable job creation and economic growth. The study also aims to contribute to the work of research institutions and civil society in identifying the most effective means of engaging more women— and their untapped potential for labor, innovation, and productivity—in Sri Lanka’s future.

This book explores the development of nationalism in Sri Lanka during the past century, particularly within the dominant Sinhala Buddhist and militant Tamil movements. Tracing the ways women from diverse backgrounds have engaged with nationalism, Neloufer de Mel argues that gender is crucial to an understanding of nationalism and vice versa. Traversing both the colonial and postcolonial periods in Sri Lanka's history, the author assesses a range of writers, activists, political figures, and movements almost completely unknown in the West. With her rigorous, historically located analyses, de Mel makes a persuasive case for the connections between figures like actress Annie Boteju and art historian and journalist Anil de Silva; poetry whether written by Jean Arasanayagam or Tamil revolutionary women; and political movements like the LTTE, the JVP, the Mother's Front, and contemporary feminist organizations. Evaluating the colonial period in light of the violence that animates Sri Lanka today, de Mel proposes what Bruce Robbins has termed a 'lateral cosmopolitanism' that will allow coalitions to form and to practice an oppositional politics of peace. Beyond nostalgic tea industry ads romanticizing colonial Ceylon and the impoverished conditions that beleaguer Tamil tea workers are the stories of the women, men, and children who have built their families and lives in line houses on tea plantations since the nineteenth century. The tea industry's economic crisis and Sri Lanka's twenty-six year long civil war have ushered in changes to life and work on the plantations, where family members now migrate from plucking tea to performing domestic work in the capital city of Colombo or farther afield in the Middle East. Using feminist ethnographic methods in research that spans the transitional time between 2008 and 2017, Mythri Jegathesan presents the lived experience of these women and men working in agricultural, migrant, and intimate labor sectors. The Sexual Violence and Impunity in South Asia research project (coordinated by Zubaan and supported by the International Development Research Centre) brings together, for the first time in the region, a vast body of knowledge on this important - yet silenced - subject. Six country volumes (one each on Bangladesh, Nepal, Pakistan, Sri Lanka, and two on India, as well as two standalone volumes) comprising over fifty research papers and two book-length studies, detail the histories of sexual violence and look at the systemic, institutional, societal, individual and community structures that work together to perpetuate impunity for perpetrators. The essays in this volume examine history and contemporary politics to understand the root causes of sexual violence in Sri Lanka. They look at the polarization created around ethnic and linguistic identities during the three-decades of ethnic conflict, but also scrutinize the routine violence of communities towards their own women in daily life. The authors argue that in this transitional post-war phase, Sri Lankan women must not only be treated as victims, but as agents of change. The writers highlight a hitherto unaddressed aspect of sexual violence: that of the structures that enable impunity on the part of perpetrators, be they security personnel and paramilitary forces, members of armed rebel groups, gangs, local politicians and police or ordinary citizens including close family members. They demonstrate how impunity for perpetrators is both a failure of the formal justice process and a product of individual, community and social conditions and indeed the choices that victims and families make that promote silence over truth. At the end of more than a quarter century of conflict that has left some 100,000 dead, 50,000 women-headed households struggling to survive, as well as countless victims and survivors of sexual violence, the calls for justice can no longer be ignored.

Northern Sri Lanka has been at the heart of the country’s 30-year civil war, a bloody conflict which has given rise to an estimated 40,000 households headed by women in this region. Based on fieldwork conducted in 10 villages and towns, this ePaper aims to identify and describe the most pervasive economic, physical and psycho-social vulnerabilities that female heads of households (FHHs) in the north face in the post-war context. It also traces how the state has shaped these vulnerabilities through its pursuit of a national security agenda under the guise of “reconstruction.” The response strategies that FHHs have deployed in response to these vulnerabilities range from the creation of innovative livelihood opportunities to acts of “everyday politics” that contest the structures of patriarchy and state-led domination which attempt to marginalize the diversity of FHHs’ stories, hardships and responses. These findings suggest that, rather than being passive victims of socio-political manipulation and oppression, FHHs are highly vulnerable but active agents in their own lives. Though inevitably influenced by unequal power relations and gendered norms, through their response strategies, they also contest the narrow identities constructed for Tamil women and their simplistic portrayal as either “powerless victims” or “empowered warriors”.
