Women and Education in Iran and Afghanistan originated as part of the Mo'alem Project sponsored by the Harvard Center on Gender and Education. Recent U.S. investment in the area of girls and women's education in predominately Muslim countries has increased the activities of a myriad of NGOs and other organizations focused on improving female education in these countries. This annotated guide includes listings for fiction and nonfiction books, academic articles, government publications, journals, and select theses, newspaper, and magazine publications written from approximately 1975 to the present. Because literature in this field is limited, the authors have included a broad range of pieces, including those that may not meet rigorous academic screening. Each listing is accompanied by a brief descriptive abstract. In addition, two timelines are included to track the women's movement as well as policy development and events that have occurred in the political, economic, and education sectors of each country from the early 1900s to the early 2000s. The work also includes an introduction providing the context and need for this information, and a foreword by Golnar Mehran, renowned Iranian scholar and education practitioner. This reference source is not only valuable to researchers specifically interested in gender and education issues in Iran and Afghanistan, but also to scholars who are interested in these issues in Muslim countries in general. Women have faced barriers to equality in nearly every stage of society throughout history. Among the many restrictive issues women are consistently seeing in the region of the Middle East and North Africa (MENA) are roadblocks on nearly every path to equitable, meaningful education. Widely recognized as one of the most important rights a state can provide, the right to education is vital for advancement and innovation--and yet, it is continuously being denied to half of the population in numerous states. The negative effects created as a result of these educational restrictions speak for themselves, and yet women remain systematically restricted from attending class alongside their male counterparts. One of the main barriers to equality in education is violence, which can take a number of forms. In some states, violence has become so normalized that it is nearly enshrined in their culture, creating an extremely toxic environment for those who bear the brunt of this violence. This thesis will argue that cultural violence has pervaded specific states in MENA and has led to the restriction of education for women. By comparing case studies of Afghanistan, Algeria, and Iran, this thesis seeks to expose culturally violent elements that are present in the sociopolitical environments of these states through the comparison of each state's education system and their legislature surrounding education and women's rights. Using both historical and contemporary examples, the analysis finds that there are substantial culturally violent elements at play that have restricted and continue to restrict women's ability to receive equitable, meaningful education in each of these states. Because of these findings, policy recommendations are included with the goal of improving gender equality and education access in Afghanistan, Algeria, and Iran alike.

Looking at education as a development strategy for female empowerment, it is explained how development and gender equality are connected. Furthermore it is constructed in what way education can contribute to empowerment, using the logic of the empowerment approach referred to by Caroline Moser on the account of Gender Planning. To bolster the importance of empowerment in a development context examples from other possibilities of empowerment are used. To give contextual background to the current situation in Afghanistan as well as to clarify the stance of the Taleban on female education and a woman’s place in society, a brief history of education and women’s role over the last 100 years is given. Furthermore, drawing on papers on the development of education in Afghanistan and statistics from various sources, an overview over the current situation in Afghanistan is given. Topics are the Taleban threat as well as the educational structures, like schools, personnel and management along with a short reflection on the importance of empowerment in that context. Finally, upon the description of current situation conclusions are drawn in what way development agencies and other NGOs might be able to contribute to better the situation in Afghanistan. Education is a key aspect of development. Aside from furthering a country’s human capital, it can be used as a way to empower women. Therefore education can be a central tool to empower women in developing countries. Taking the example of Afghanistan, the paper theorises how education can empower women, especially in the context of religious gender segregation and oppression.
