There is a particular focus upon the impact this may have on the poorest, the informal, slum and shanty dwellers of the rapidly growing cities. Economic regulation, usually introduced in the context of private operation of monopoly water supply, can deliver objectivity and transparency in the price-setting process for public as well as private providers. The book describes and analyses these issues through a consideration of ten country case studies. As a starting point, the current situation for the provision of water and sanitation services for the poorest through non-regulated public providers in India and Uganda is reviewed. Comparative chapters are then presented on Ghana, Philippines, Bolivia, Jordan, Zambia and Indonesia, all with varying degrees of private sector involvement and regulation. Finally the experiences of two richer countries are considered - Chile and England, countries with the longest experience of economic regulation and the 'most privatized' suppliers. In all cases there is a focus on the very necessary role of customer involvement in price-setting and service monitoring and on the role of alternative (private) service providers.

The objective of this report is to provide an empirical basis for more inclusive and equitable service delivery in the water and sanitation sector in Indonesia. Although the GoI has established a program and strategy for achieving universal access to water supply and sanitation and zero slums (the 100-0-100 program, which aims for 100 percent access to water supply, zero urban slums, and 100 percent access to sanitation), these targets will be achieved through different service level sub-targets. For water supply, the target is for 40 percent of the population to have access to piped water and 60 percent to non-piped (in urban areas, 60 percent piped and 40 percent non-piped), whereas for sanitation, universal access is defined as 15 percent of the population having access to basic sanitation (a toilet that ensures hygienic separation of human excreta from human contact), 12.5 percent to centralized and decentralized sewerage systems, and 72.5 percent to on-site sanitation with improved fecal waste management. A poor-inclusive approach to universal access-one that improves the ability of and opportunity for the poor and vulnerable to benefit from water and sanitation services-can help to ensure that Indonesia not only achieves its service delivery targets, but that water supply and sanitation become key drivers of a reduction in inequality, enhanced health and well-being, and economic growth and prosperity. Policy recommendations are prioritized based on their expected impact on these development goals, and the strength of the evidence base for the solution proposed.

This manual and the free downloadable costing tool is the outcome of a project identified by the Water, Sanitation and Health Programme (WSH) of the World Health Organization (WHO) faced with the challenge of costing options for improved access, both to safe drinking water and to adequate sanitation. Although limited in scope to the process of costing safe water supply technologies, a proper use of this material lies within a larger setting considering the cultural, environmental, institutional, political and social conditions that should be used by policy decision makers in developing countries to promote sustainable development strategies. Costing Improved Water Supply Systems for Low-income Communities provides practical guidance to facilitate and standardize the implementation of social life-cycle costing to “improved” drinking-water supply technologies. These technologies have been defined by the WHO/UNICEF Joint Monitoring Programme for Water Supply and Sanitation, as those that, by the nature of its construction, adequately protect the source of water from outside contamination, in particular with faecal matter. The conceptual framework used has also been conceived to be applied to costing improved sanitation options. To facilitate the application of the costing method to actual projects, a basic tool was developed using Microsoft Excel, which is called a water supply costing processor. It enables a user-friendly implementation of all the tasks involved in a social life-cycle costing process and provides both the detailed and the consolidated cost figures that are needed by decision-makers. The scope and the limits of the costing method in a real setting was assessed through field tests designed and performed by local practitioners in selected countries. These tests were carried out in Peru and in six countries in the WHO regions of South-East Asia and the Western Pacific. They identified practical issues in using the manual and the water supply costing processor and provided practical recommendations. Despite recent gains, there are close to 100 million people without improved sanitation and 33 million without improved drinking water. These figures hide the persistent divides between urban and rural populations and among different income levels in access to services, and they mask underlying gaps in quality faced by all households, regardless of income or geographic location. Unequal access to services at the beginning of life is a key driver of inequality, placing children at a unfair disadvantage from the outset. The report shows that children living in communities where open defecation is practiced and where the quality of drinking water is poor are more likely to be stunted and suffer from cognitive deficits later in life. Improving the ability of and opportunity for the poor and vulnerable to benefit from water and sanitation services can help to ensure that Indonesia not only achieves its service delivery targets, but that water supply and sanitation become key drivers of a reduction in inequality, enhanced health and well-being, and economic growth and prosperity.

The Department for International Development DFID commissioned this Guidance Manual from the WELL Resource Centre to assist staff and partners to develop effective and sustainable water supply and sanitation programmes. It represents collaboration across a range of professions within the Department and from key UK professionals in the sector. It details inter-disciplinary approaches to planning and implementation of partnership-based programmes. The Manual comprises three chapters and appendices. These take the reader from an overview of the sector, through specific development perspectives, to detailed recommendations for each stage of the project cycle. Chapter 1 is an introduction to water supply and sanitation projects and sets the scene. It describes the WS&S sector with particular focus on the development of services for the poor in both urban and rural areas. Emphasis is placed on the importance of co-operation and partnership and the chapter also introduces the DFID programme and project process. Chapter 2 Principles and practice starts with an inter-disciplinary analysis of key issues and then sets out recommended approaches under seven perspectives: social development; health; environmental sustainability; economic and financial perspectives; institutional perspectives; technical aspects; and hygiene promotion and sanitation promotion. These are explored in some detail so that professional staff in DFID and its partners will gain a better understanding of all the aspects and not just their own speciality. Chapter 3 Water supply and sanitation in the DFID programme and project cycle is the 'how to' part of the manual which brings together the disciplinary perspectives at each stage of the project cycle. The key issues to be taken into account are set out in a helpful 'question and recommendation' format. Appendices include examples of logical frameworks for water supply and sanitation projects.
