This collection critically engages the resource use nexus. Clearly, a nexus-approach to resource policy, planning and practice is essential if sustainable development goals are to be met. In particular, in an era of climate change, an integrated approach to water, energy and agriculture is imperative. Agriculture accounts for 70% of global water withdrawals, food production accounts for 30% of global energy use and a rising global population requires more of everything. As shown in this collection, scholars of resource development, governance and management are ‘nexus sensitive’, utilizing a sort of ‘nexus sensibility’ in their work as it focuses on the needs of people particularly, but not only, in the global South. Importantly, a nexus-approach presents academics and practitioners with a discursive space in which to shape policy through research, to deepen and improve understandings of the interconnections and impacts of particular types of resource use, and to critically reflect on actions taken in the name of the ‘nexus’.

The world of development thinkers and practitioners is abuzz with a new lexicon: the idea of "the nexus" between water, food, and energy which is intuitively compelling. It promises better integration of multiple sectoral elements, a better transition to greener economies, and sustainable development. However, there appears to be little agreement on its precise meaning, whether it only complements existing environmental governance approaches or how it can be enhanced in national contexts. One current approach to the nexus treats it as a risk and security matter while another treats it within economic rationality addressing externalities across sector. A third perspective acknowledges it as a fundamentally political process requiring negotiation amongst different actors with distinct perceptions, interests, and practices. This perspective highlights the fact that technical solutions for improving coherence within the nexus may have unintended and negative impacts in other policy areas, such as poverty alleviation and education. The Water–Food–Energy Nexus: Power, Politics and Justice lays out the managerial-technical definitions of the nexus and challenges these conceptions by bringing to the forefront the politics of the nexus, around two key dimensions – a dynamic understanding of water–food–energy systems, and a normative positioning around nexus debates, in particular around social justice. The authors argue that a shift in nexus governance is required towards approaches where limits to control are acknowledged, and more reflexive/plural strategies adopted. Geologists, physicists and ecologists currently promote the idea of a post-Holocene epoch – the Anthropocene. As a result of constant innovation and modernisation in the fields of engineering, natural science, management studies and environmental studies there has been a growing awareness of the intrinsic interaction between humankind and the environment. Humankind has become part of the environmental dynamics, to the extent that they are literally able to change ecosystems. Nowhere is the impact more evident than in the anthropogenic engagement with the hydrosphere – from the smallest pool of water to the earth’s atmosphere. Comprehensive infrastructure development in water and sanitation, the growing trend to seek additional resources in the form of groundwater, desalinated seawater, and recycled wastewater, as well as special attention being given to capturing and preserving rainwater, bear evidence of a timely response to climate change, population growth and rapid development in many water-stressed regions of the world. The purpose of the book is to provide a historical overview of the manner in which South Africa’s water resources have been governed from a time when the Union of South Africa was formed, in 1910, up to 2008, a time of a growing global awareness of the potential impact that climate change may have on water resources in a key region of southern Africa, notable for increasing levels of aridity and more erratic rainfall patterns. This focus on the history of water affairs in South Africa makes it possible for scholars to comprehend the contemporary transitions made in the country’s water governance system since the establishment in 2014 of the Department of Water and Sanitation. The focus is on the Water–Energy–Food nexus, a strategy which holistically contemplates the governance and use of water from the perspective of the interconnection between water, energy and food as resources.
