Two phenomena have shaped American criminal law for the past thirty years: the war on crime and the victims' rights movement. As incapacitation has replaced rehabilitation as the dominant ideology of punishment, reflecting a shift from an identification with defendants to an identification with victims, the war on crime has victimized offenders and victims alike. What we need instead, Dubber argues, is a system which adequately recognizes both victims and defendants as persons. Victims in the War on Crime is the first book to provide a critical analysis of the role of victims in the criminal justice system as a whole. Following the 1998 peace agreement in Northern Ireland, political violence has dramatically declined and the region has been promoted as a model for peacemaking. Human rights discourse has played an ongoing role in the process but not simply as the means to promote peace. The language can also become a weapon as it is appropriated and adapted by different interest groups to pursue social, economic, and political objectives. Indeed, as violence still periodically breaks out and some ethnocommunal and class-based divisions have deepened, it is clear that the progression from human rights violations to human rights protections is neither inevitable nor smooth. Human Rights as War by Other Means traces the use of rights discourse in Northern Ireland's politics from the local civil rights campaigns of the 1960s to present-day activism for truth recovery and LGBT equality. Combining firsthand ethnographic reportage with historical research, Jennifer Curtis analyzes how rights discourse came to permeate grassroots politics and activism, how it transformed those politics, and how rights discourse was in turn transformed. This ethnographic history foregrounds the stories of ordinary people in Northern Ireland who embraced different rights politics and laws to conduct, conclude, and, in some ways, continue the conflict—a complex portrait that challenges the dominant postconflict narrative of political and social abuses vanquished by a collective commitment to human rights. As Curtis demonstrates, failure to critique the appropriation of rights discourse in the peace process perpetuates perilous conditions for a fragile peace and generates flawed prescriptions for other conflicts.

The Spatiality of Violence in Post-war Cities analyses violence in post-war cities from different perspectives and in different parts of the world, with a shared attention to space and how it affects violent dynamics. The world is urbanising rapidly and cities are increasingly held as the most important arenas for sustainable development. Cities emerging from war are no exception, but across the globe, many post-war cities are ravaged by residual or renewed violence, which threatens progress towards peace and stability. This volume addresses why such violence happens, where and how it manifests, and how it can be prevented. It includes contributions that are informed by both post-war logics and urban particularities, that take intra-city dynamics into account, and that adopt a spatial analysis of the city. They focus on cases around the world, including Medellín (Colombia), Johannesburg (South Africa) and Mitrovica (Kosovo). The volume makes a threefold contribution to the research agenda on violence in post-war cities. First, the contributions nuance our understanding of the causes and forms of the uneven spatial distribution of violence, insecurities, and trauma within and across post-war cities. Second, the collection demonstrates how urban planning and the built environment shape and generate different forms of violence in post-war cities. After the Second World War, millions of people across Eastern Europe, displaced as a result of wartime destruction, deportations and redrawing of state boundaries, found themselves living in cities that were filled with the traces of the foreign cultures of the former inhabitants. In the immediate post-war period these traces were not acknowledged, the new inhabitants going along with official policies of oblivion, the national narratives of new post-war regimes, and the memorializing of the victors. In time, however, and increasingly over recent decades, the former "other pasts" have been embraced and taken on board as part of local cultural memory. This book explores this interesting and increasingly important phenomenon. It examines official ideologies, popular memory, literature, film, memorialization and tourism to show how other pasts are being incorporated into local cultural memory. It relates these developments to cultural theory and argues that the relationship between urban space, cultural memory and identity in Eastern Europe is increasingly becoming a question not only of cultural politics, but also of consumption and choice, alongside a tendency towards the cosmopolitanization of memory.
