While the impact of World War II on America and other countries has been exhaustively chronicled, few historians have investigated the experiences of individual states during the tumultuous war years. In his study of Louisiana’s home front from 1939 to 1945, Jerry Purvis Sanson examines changes in politics, education, agriculture, industry, and society that forever altered the Pelican State. The war era was a particularly important time in Louisiana’s colorful political history. The gubernatorial victories of prominent anti–Huey Long candidates Sam Jones in 1940 and Jimmie Davis in 1944 reflected shifting sentiments toward politicians and heralded a changing of the guard in the statehouse. This created a system of active dual-faction politics that continued for the next decade. The war also transformed the state’s economy: agricultural mechanization accelerated to compensate for labor shortages, and industries increased production to meet military demands. Louisiana’s educational system modified its curriculum in response to the war, providing technical training and sponsoring scrap-metal collections and war-stamp sales drives. This book examines the legacy of the "warfare state" and reveals how it paved the path for the welfare state in ensuing decades. Jytte Klausen shows how the institutional marks made by World War II were critical to capitalist reform after the war. She argues that the warfare state was a gift to the European Left, and asserts that state-expansion and the changing domestic order during the war, in most countries regardless of their stances, anticipated the welfare state. When the war ended in 1945, the reconstruction process rested on piecemeal decisions to remove or retain war-time controls over the economy, ranging from state cartels to wage fixing. What were the consequences of the German occupation for the economy of occupied Europe? After Germany conquered major parts of the European continent, it was faced with a choice between plundering the suppressed countries and using their economies to supply its needs. The choices made not only differed from country to country, but also changed over the course of the war. Individual leaders; the economic needs of the Reich; the military situation; struggles between governors of occupied countries and Berlin officials; and finally racism, all had an impact on the outcome. In some countries the emphasis was placed on production for German warfare, which kept these economies functioning. New research, presented for the first time in this book, shows that as a consequence the economic setback in these areas was limited, and therefore post-war recovery was relatively easy. However, in other countries, plundering was more characteristic, resulting in partisan activity, a collapse of normal society and a dramatic destruction not only of the economy but in some countries of a substantial proportion of the labour force. In these countries, post-war recovery was almost impossible.
