RESUMEN El presente trabajo se dedica al estudio de la vulnerabilidad y riesgo sísmico de las edificaciones esenciales. Se destaca la relevante función que desempeñan en la atención y gestión de la emergencia debido a sismos y la necesidad de crear un cuerpo de prescripciones específicas que permita adecuar las edificaciones existentes y construir las nuevas con requisitos compatibles a su nivel de importancia. Una revisión de los antecedentes y del estado del arte revela un balance negativo en el comportamiento sísmico de las edificaciones esenciales, inclusive ante la acción de sismos moderados, destacándose: (i) la insuficiencia de las metodologías adoptadas en los códigos sísmicos vigentes para proteger este tipo de edificaciones, (ii) la necesidad de abordar su evaluación desde un punto de vista global que considere la vulnerabilidad física (estructural y no estructural) y la vulnerabilidad funcional y (iii) la importancia de considerar la interacción entre los diferentes elementos que conforman un sistema esencial, con otros sistemas y líneas vitales. Esta interacción constituye el fundamento del llamado enfoque sistémico. Se propone una estrategia general de evaluación de la vulnerabilidad sísmica de los sistemas esenciales basado en el enfoque sistémico. Esta estrategia persigue racionalizar la toma de decisiones por vía de aproximaciones sucesivas, jerarquizando las necesidades de realizar estudios más refinados que justifiquen las medidas de intervención. En este sentido, para calificar la capacidad de respuesta de estas edificaciones es conveniente utilizar los conceptos del diseño basado en el desempeño sísmico. Sobre esta base se desarrolla un modelo simplificado para la evaluación de la respuesta sísmica del sistema sanitario regional como paradigma de edificios y sistemas esenciales en caso de desastre. El modelo permite la calificación del desempeño global del sistema sanitario y de cada uno de los hospitales que le integran en base a factores de res.
