Linking People, Place, and Policy: A GIScience Approach describes a breadth of research associated with the study of human-environment interactions, with particular emphasis on land use and land cover dynamics. This book examines the social, biophysical, and geographical drivers of land use and land cover patterns and their dynamics, which are interpreted within a policy-relevant context. Concepts, tools, and techniques within Geographic Information Science serve as the unifying methodological framework in which landscapes in Thailand, Ecuador, Kenya, Cambodia, China, Brazil, Nepal, and the United States are examined through analyses conducted using quantitative, qualitative, and image-based techniques. Linking People, Place, and Policy: A GIScience Approach addresses a need for a comprehensive and rigorous treatment of GIScience for research and study within the context of human-environment interactions. The human dimensions research community, land use and land cover change programs, and human and landscape ecology communities, among others, are collectively viewing the landscape within a spatially-explicit perspective, where people are viewed as agents of landscape change that shape and are shaped by the landscape, and where landscape form and function are assessed within a space-time context. This open access book is about understanding the processes involved in the transformation of smallholder rice farming in the Lower Mekong Basin from a low-yielding subsistence activity to one producing the surpluses needed for national self-sufficiency and a high-value export industry. For centuries, farmers in the Basin have regarded rice as “white gold”, reflecting its centrality to their food security and well-being. In the past four decades, rice has also become a commercial crop of great importance to Mekong farmers, augmenting but not replacing its role in securing their subsistence. This book is based on collaborative research to (a) compare the current situation and trajectories of rice farmers within and between different regions of the Lower Mekong, (b) explore the value chains linking rice farmers with new technologies and input and output markets within and across national borders, and (c) understand the changing role of government policies in facilitating the on-going evolution of commercial rice farming. An introductory section places the research in geographical and historical context. Four major sections deal in turn with studies of rice farming, value chains, and policies in Northeast Thailand, Central Laos, Southeastern Cambodia, and the Mekong Delta. The final section examines the implications for rice policy in the region as a whole.

Abstract: In many poor countries, the recent increases in prices of staple foods raise the real incomes of those selling food, many of whom are relatively poor, while hurting net food consumers, many of whom are also relatively poor. The impacts on poverty will certainly be very diverse, but the average impact on poverty depends upon the balance between these two effects, and can only be determined by looking at real-world data. Results using household data for ten observations on nine low-income countries show that the short-run impacts of higher staple food prices on poverty differ considerably by commodity and by country, but, that poverty increases are much more frequent, and larger, than poverty reductions. The recent large increases in food prices appear likely to raise overall poverty in low income countries substantially.
