Book Description
The Veterans Health Care Budget Reform and Transparency Act of 2009 requires GAO to report whether the amounts for the Department of Veterans Affairs' (VA) health care services in the President's budget request are consistent with VA's budget estimates as projected by the Enrollee Health Care Projection Model (EHCPM) and other methodologies. Based on the information VA provided, this report describes (1) the key changes VA identified that were made to its budget estimate to develop the President's budget request for fiscal years 2012 and 2013 and (2) how various sources of funding for VA health care and other factors informed the President's budget request for fiscal years 2012 and 2013. GAO reviewed documents describing VA's estimates projected by the EHCPM and changes made to VA's budget estimate that affect all services, including estimates developed using other methodologies. GAO also reviewed the President's budget request, VA's congressional budget justification, and interviewed VA officials and staff from the Office of Management and Budget (OMB).

Book Description
"Funding for the Department of Veterans Affairs' (VA) health care is determined by Congress in the annual appropriations process. Prior to this process, VA develops a budget estimate of the resources needed to provide health care services to eligible veterans. The Veterans Health Care Budget Reform and Transparency Act of 2009 requires GAO to assess whether the funding requested for VA health care in the President's budget requests submitted to Congress in 2011, 2012, and 2013 is consistent with VA's estimates of the resources needed to provide health care services. In anticipation of these future studies, GAO was asked to obtain information on how VA prepares its health care budget estimate. In this report, GAO describes (1) how VA develops its health care budget estimate, and (2) how VA's health care budget estimate is used in the President's budget request to Congress. To conduct this work, GAO reviewed VA documents on the methods, data, and assumptions used to develop VA's health care budget estimate that informed the President's budget request for fiscal year 2011 and request for advance appropriations for fiscal year 2012. GAO also interviewed VA officials responsible for developing this estimate and staff from the Office of Management and Budget (OMB), which is responsible for overseeing..."

" The Veterans Health Care Budget Reform and Transparency Act of 2009 requires GAO to report on the President's annual budget request to Congress for VA health care services. GAO's previous work has focused on issues related to the consistency, transparency, and reliability of information in VA's congressional budget justifications. Building on GAO's past work and in light of the President's most recent request for VA health care, this report examines (1) changes in how VA used the EHCPM to develop VA's budget estimate supporting the President's budget request for fiscal year 2014 and changes in how VA reported information related to this estimate in its budget justification; (2) key changes to the President's fiscal year 2014 budget request compared to the advance appropriations request for the same year; and (3) the extent to which VA has addressed problems previously identified by GAO related to information in VA's congressional budget justifications. GAO reviewed the President's fiscal year 2014 budget request, VA's fiscal year 2014 budget justification, and VA data. GAO interviewed VA officials and staff from the Office of Management and Budget. Book Description
The Veterans Health Care Budget Reform and Transparency Act of 2009 requires a report on the President's annual budget request to Congress for VA health care services. Previous audits found that the VA's non-recurring maintenance (NRM) spending exceeded its estimates in recent years and that some of VA's estimates of savings from operational improvements lacked analytical support or were flawed. This report examines: (1) key changes to the FY 2013 budget request compared to the 2013 advance appropriations request; and (2) whether the issues identified regarding NRM and operational improvements continue in the estimates for the most recent request. The VA estimates it will provide health care to 5.8 million patients with appropriations of about $41 billion in FY 2009. It provides a range of services, including primary care, outpatient and inpatient services, long-term care, and prescription drugs. Book Description
The President's budget request for the Department of Veterans Affairs (VA) for fiscal years 2012 and 2013 included a total of $2.5 billion dollars in savings from six VA-wide operational improvements. If VA's estimated savings for fiscal years 2012 and 2013 do not come to fruition and VA receives appropriations in the amount requested by the President, VA may have to make difficult trade-offs to provide health care services with the resources provided. GAO assessed (1) the basis for VA's estimated savings from each improvement and (2) VA's process for tracking its actual savings from each improvement. GAO obtained documentation that described the methodology VA used to develop its savings estimates and the process it used to track those savings. By analyzing the documentation and interviewing VA officials, GAO assessed whether VA's savings estimates were reasonable and whether VA's process for tracking savings would allow it to accurately determine actual savings.
