Pero la teoria fonologica no proporciona respuestas sustantivas al problema del cambio. La fonologia ayuda a definir el problema, pero deja la partida a medio jugar. Por que se producen los cambio? Es azaroso el resultado obtenido? Existen propiedades comunes entre los diferentes cambios? Como es, en suma, el proceso de cambio? La teoria fonologica es una teoria casi desinteresada por el cambio fonico. La fonologia solo ha visto en el cambio linguistico la posibilidad de poner a prueba algunos de sus principios. Pocas veces le ha importado, sin embargo, que los procesos de cambio mismos puedan estar asociados a otros principios.
