This book, Space Capstone Publication Spacepower: Doctrine for Space Forces, is capstone doctrine for the United States Space Force and represents our Service's first articulation of an independent theory of spacepower. "U.S. space systems supplement and support the terrestrial force structure, allowing more effective and efficient application of such force. Given rapidly advancing technology, space systems will increase their capabilities and, as air, land, and sea force structure decreases, become even more important as a force multiplier. The planning for space systems, therefore, becomes critical in ensuring space systems are integrated to enable the warfighter to dominate the full range of military operations into the 21st century. The planning process occurs at the National/Department of Defense, Joint, and Army levels. The first paper, "What is Spacepower and Does It Constitute a Revolution in Military Affairs?", examines the concept of "spacepower" as it is emerging within the U.S. military and business sectors to establish the basis for military space roles and implications. It also posits military-commercial sector linkages as the best near-term road map for future development. As commercial activities expand the importance of United States space, and as technological advances enable military missions, Hays sees expanded military roles, including space weaponization, on the horizon. He concludes that military space has already had a significant impact on the American way of war. That trend will only continue as the promise of a true space-led revolution in military affairs awaits eventual space weaponization. Given an increasingly important U.S. commercial and military presence in space, the second paper, "Space-Related Arms Control and Regulation to 2015: Precedents and Prospects," presents a detailed analysis of existing regulations and controls that constrain and shape military space use and development. It also presents a comprehensive examination of current and future issues that will define likely arenas of international efforts to further control military space. The United States must be very aware of the possible consequences for its overall commercial and military space efforts in addressing these issues. The United States must operate successfully in space to help assure its security and economic well being. The Department of the Navy is a major user of space capabilities, although those capabilities are now primarily provided by DOD, the Air Force, and NOAA. Following a DOD assessment of national space security management in 2001, the Navy commissioned a Panel to Review Space to assess Navy space policy and strategy. As an extension of that review, the NRC was requested by the Navy to examine its needs in space for providing future operational and technical capabilities. This report presents a discussion of the strategic framework of future space needs, the roles and responsibilities for meeting those needs, an assessment of Navy support to space mission areas, and a proposed vision for fulfilling Naval forces space needs.
