An in-depth look at the distinctly different ways that China and India govern their cities and how this impacts their residents Urbanization is rapidly overtaking China and India, the two most populous countries in the world. One-sixth of humanity now lives in either a Chinese or Indian city. This transformation has unleashed enormous pressures on land use, housing, and the environment. Despite the stakes, the workings of urban governance in China and India remain obscure and poorly understood. In this book, Xuefei Ren explores how China and India govern their cities and how their different styles of governance produce inequality and exclusion. Drawing upon historical-comparative analyses and extensive fieldwork (in Beijing, Guangzhou, Wukan, Delhi, Mumbai, and Kolkata), Ren investigates the ways that Chinese and Indian cities manage land acquisition, slum clearance, and air pollution. She discovers that the two countries address these issues through radically different approaches. In China, urban governance centers on territorial institutions, such as hukou and the cadre evaluation system. In India, urban governance centers on associational politics, encompassing contingent alliances formed among state actors, the private sector, and civil society groups. Ren traces the origins of territorial and associational forms of governance to late imperial China and precolonial India. She then shows how these forms have evolved to shape urban growth and residents’ struggles today. To what extent do urban dwellers relate to their lived and imagined environment through aesthetic perceptions, and aspirations? This book approaches experiences of urban aesthetics not as an established framework, defined by imposed norms or legislations, but as the result of a continuous reflexive and proactive gaze, a complex and deep engagement of the mind, body and sensibilities. It uses empirical studies ranging from China, India to Western Europe. Three axes are privileged. The first considers urban everyday aesthetic experiences in the long-term as a historical production, from medieval Italy to a future imagined by science fiction. The second examines the impact of aestheticizing everyday material realities in neighbourhoods, and the tensions and conflicts these engender around urban commons. Finally, the third axis considers these relationships as aesthetic inequalities, exacerbated in a new age of urban development. India’s urban transition has, of late, acquired multiple narratives. It is said to be rapid, moderate, slow, messy, and hidden. What underpins such multiple narratives is the central theme of the study, State of the Cities: India. Making use of an analytical framework that permits an examination of the shifts in the pace and pattern of India’s urbanisation over a period of time, this study takes an in-depth look at the evidence on three of its key dimensions: the demographics, the economy, and the status of infrastructure and the environment. Some of the key questions that this study seeks responses to are: Is India’s in the post-libarlisation period any different? Does it show the effect of the changes in the macroeconomic parameters of the post-1991 period? Is it more or less productive and inclusive and environmentally secure? Is it spatially more equal or unequal? Does it in any way signal an inflection point in India's urban transition? Drawing from the analysis of the evidence comparable over time, the study spotlights several interesting questions: what would, for example, explain the acceleration in the pace of urbanisation under conditions of low economic growth and its moderation under conditions of high economic growth? What factors would explain a fall in the rate of growth in the urban share of gross domestic product (GDP) at such a low level of urbanisation, especially the GDP accruing from the manufacturing sector? This study makes a strong case for evidence-based assessment of India’s urban transition, rather than to continue to commit, as many of us do, to the long-held, but specious narrative that India is in the midst of rapid urbanisation.
