This book aims to provide a cross-sectorial assessment in a multidisciplinary and trans-cultural context onto the innovations in urban and architectural approaches in designing next human environments within the Albanian context. The continuous concentration of the world population in the urban areas and their consequent densification require even more quantity of quality spaces and places, integrated resources and energies, alternative modalities of mobility and transports, demand of social inclusion and need for a circular economy. This report on Albania urban sector review focuses on trends and issues that have come to the fore with rapid urbanization and with the recent decentralization of major responsibilities to local governments. Continuing the achievements and addressing the problems will require actions by local governments and, just as importantly, by the central government, which sets the legal and regulatory conditions for local governance and the tone of political leadership. The major challenges facing both levels of government include: 1) restoring a better balance between public goods and private goods, and between public interests and private interests, as demonstrated in urban management and land use; 2) devising and implementing a form of urban planning and regulation that serves the urban economy and the demands for commercial and household real estate, and can be enforced; 3) making local governments more effective managers of cities, with sustainable financing. This implies that the private sector is enabled and not hampered by avoidable problems with local infrastructure services, or by unnecessary regulations or fiscal impositions; and 4) helping the citizens who remain relatively disadvantaged to continue improving their welfare, including their housing assets, in the urban location. The study concludes that the dramatic transformations Albania has experienced since the transition have had very clear spatial dimensions. The increased concentrations of population settlement and of economic activity have brought about improvements in welfare for both the urban residents and for the communities sending migrants. The geographic pattern of Albania's economy is strong and apparently becoming more established, as the Tirana/Durres metropolitan region will likely remain the economic center of gravity. Urban growth will continue but at a measured pace, as Albania's urbanization rate approaches levels seen elsewhere in Europe. National development strategies and policies, including policies to strengthen and improve the investment climate experienced by firms in each city, should therefore acknowledge and work with these spatial realities.

This thesis contributes to the geography of urban transition and to the expansion of knowledge of the post socialist city. Although many cities in transitional countries have inherited similar forms of housing and infrastructure provision and urban development from communist regime, there are important differences in the ways in which the recent decentralization and deregulation of urban development has impacted on, and activated, suburban land development interests and processes. There are different 'transition stories' yet to be revealed about urban development patterns, processes and politics in particular countries. A case in point is the process of suburban development in the capital city-region of Albania, Tirana, which exhibits some unique regulatory conflicts as it moves towards an ostensibly more liberal, free-market and decentralized urban development system. By focusing on the case of Tirana, this thesis provides an example of such multiple B 'transition stories' of post-socialist urban development and its politics. This thesis aims to contribute to the limited literature on the politics of urban development in Albania during the transition period. It forms the context for the empirical analysis of local transition stories in Tirana city region, examined from the perspective of property rights and livelihood strategies. It concerns the underpinning role of property knowledge in shaping livelihood strategies in the post socialist city. One key argument that transcends all research questions is that local politics in the living urban space of the Tirana city region is not yet competitive (of a city and suburban area), but remains fundamentally contested. An explanatory analysis is presented of contemporary policy based on secondary and primary data about not only the regulation of new urban spaces, especially in suburban areas of Tirana, but also local property knowledge as it has evolved and is shared between different actors in Tirana city region. This will reveal how transition stories intersect and interact with the new socio-political context. This thesis was written between 2006 and 2010 and used a triangulation of qualitative approach through semi structure interviews, focus groups, and direct observation of local officials in Tirana city region.

As Albania is accelerating its preparations towards candidate country status in the European Union (EU), numerous areas of public policy and –practices are undergoing intensive development. Regional development policy is a very new area of public policy in Albania and needs research and development. This study examines the process of sustainable development in Albania by analysing and comparing the regional development of the regions Tirana, Shkodra and Kukes. With regards to methodology the study relies on a review of literature as well as an analytical review of and a comparative approach to the three case regions, ensuring adequate quality through interviews and quantitative relevance through data collection. The research is organised in five chapters. The first chapter provides an overview over the research. The second chapter outlines the theories and scientific framework underlying the sustainable–development-to-regional-development process and its links to geography. The third chapter presents the overall picture of the regional development efforts in Albania, analysing disparities and regional development in the light of EU requirements and NUTS division. Chapter 4 continues this discourse by highlighting the regional development of the three regions: Tirana (driver for change), Shkodra (the North in development) and Kukes (the “shrinking” region). Conclusions and recommendations are presented in chapter 5. This research comes to the conclusions that if growth in Albania is to be increased and sustained, a regional development policy needs to be established.
