Many IAEA Member States have expressed interest in introducing or reintroducing uranium mining and related activities for the purposes of nuclear fuel production, and so contribute to meeting energy needs. This publication is intended to be used as guidance on how to evaluate the progress toward establishing or re-establishing a national uranium production programme and to aid in the planning steps necessary to develop the national infrastructure requirements for uranium production in a Member State. The publication includes consideration of four phases of successive development in the uranium production cycle to achieve four corresponding milestones. The four phases are: (i) exploration, (ii) construction/ commissioning of a uranium mine and processing facility, (iii) safe operation of a uranium mine and processing facility, and (iv) decommissioning and remediation. Within each phase sixteen aspects or issues are identified that ought to be addressed to achieve each milestone in the development of the uranium production cycle. Typically, discussions of the uranium production cycle are focused on either the economic extraction of resources, or on the environmental and remediation aspects as parallel aspects in a linear cradle-to-grave process. In this publication, resource evaluation is expanded to the full life of the mine to include evaluation of resources in residual waste products. The U.S. Department of Energy, Energy Information Administration (EIA) joined with the U.S. Department of the Interior, U.S. Geological Survey (USGS) to analyze the world uranium supply and demand balance. To evaluate short- term primary supply (0-15 years), the analysis focused on Reasonably Assured Resources (RAR), which are resources pro- jected with a high degree of geologic assurance and considered to be economically feasible to mine. Such resources include uranium resources from mines currently in production as well as resources that are in the stages of feasibility or of being permit- ted. Sources of secondary supply for uranium, such as stockpiles and reprocessed fuel, were also examined. To evaluate long- term primary supply, estimates of uranium from unconventional and from undiscovered resources were analyzed.
