Book Description
Mike Bayer's book, "The Blue Planet: Informal International Police Networks and National Intelligence," makes a powerful argument for why the United States needs to make better use of its federal law enforcement agencies abroad as an integral part of our national counterterrorism strategy. Bayer's book criticizes the primacy of the military/intelligence model in our foreign counterintelligence strategy, arguing that the counterterrorism role reserved for the FBI makes insufficient use of the global networking capabilities of our many other American law enforcement agencies abroad. Bayer's book makes an important contribution to the literature on international governmental networks, such as the work of Anne-Marie Slaughter and Kal Raustiala, describing the unique ability that informal networks of cooperating law enforcement agencies have to collect information about local conditions and local communities that may prove crucial in identifying terrorist threats and preventing terrorist attacks. Bayer argues that such networks have proven immensely successful in investigating organized crime, but that these capabilities have been underused against international terrorist networks. By virtue of their omnipresence around the globe, police are "natural anticipatory collectors" of vast amounts of information. They are for that reason well-placed to detect suspicious activities, particularly given the overlap between terrorist cells and criminal networks. Law enforcement personnel have a unique ability to draw on trust and a common culture with their counterparts in other countries, resulting in a regular informal interchange of useful information. Building on the work of Mathieu Deflem, Bayer recognizes the particular advantage that the police enjoy by virtue of their professional autonomy and relative independence from the centers of political decision-making. Book Description
This book includes the proceedings of the North Atlantic Treaty Organization’s (NATO) 2008 Advanced Research Workshop (ARW). The goal of the meeting was to explore methods to involve the community in the fight against terrorism in an effort to enhance its protection from terrorist attacks and to establish a network between the participants for future collaborations. The two main topics of this book are: (1) Defining the problem of terrorism and collective community protection; why does terrorism exists and why do people join and/or support extremist groups? (2) Counter-terrorism practices and their relation to the community; focused on developing non-orthodox methods to combat terrorism. In other words, why communities should be included in the fight against terrorism. This book should be seen as a guide for policy makers and practitioners to gain a better understanding of how counter terrorism, as well as many other applications, requires community support and involvement to the fullest extent possible. Because the existing threat of terrorism is proof of the failed classical militaristic approaches, the time has come to integrate our communities into the practice of fighting the threat together.

Book Description
The Crisis That Rocked a Country and a Company... In April 2004, an illegally leaked U.S. Army report thrust CACI, an information technology company, into the international spotlight by casting suspicion on a CACI employee for being "either directly or indirectly responsible" for the mistreatment of detainees at Abu Ghraib prison in Iraq. At the same time, pictures from the abuses were shown on national television and tarnished anyone associated with Abu Ghraib--including CACI. What ensued was a media frenzy rarely seen by any company in recent decades. The media twisted the unsupported allegations into a guilty verdict without regard for the facts or the truth, creating a damning public perception of CACI. Our Good Name recounts how CACI battled to defend itself against erroneous and malicious reports by a rampaging media, how it responded to the wide-ranging government investigations, and how it overcame misplaced anger and criticism that put the company's dedicated employees and excellent reputation--even it's future--at risk. Our Good Name is CACI's story of facing one of the biggest scandals in recent history...and coming out honorably with its head high.

Book Description
Africa is a continent of growing economic, social, political, and geostrategic importance. The establishment of a new Combatant Command for Africa -- AFRICOM -- marks an important milestone in the evolution of relations between the United States and the governments of Africa. Through AFRICOM, the U.S. Department of Defense will consolidate the efforts of three existing command headquarters as it seeks a more stable environment for political and economic growth in Africa. In line with this goal, AFRICOM is pioneering a bold new method of military engagement focused on war prevention, interagency cooperation, and development rather than on traditional war fighting. The author contends that to achieve its goals vis-à-vis the African security landscape, AFRICOM must depart from the model of U.S. military operations on the continent since September 11, 2001. Using case studies from North and East Africa, the author argues that by amalgamating threats, overemphasizing "hard" counterterrorism initiatives, and intertwining military operations with humanitarianism, AFRICOM's predecessors have harmed U.S. strategic interests. In line with this conclusion, he offers policy recommendations to maximize AFRICOM's potential for future success.
