Hong Kong is often perceived to be a pure model of unilateral free trade. We argue here that in a era when services are internationally tradable and when Hong Kong has become mainly a service economy, this perception is not entirely true. Nonetheless, Hong Kong is basically able to fend off the pressures of most special interest groups and is still among the freest economies in the world. We discuss further in the paper various possible reasons why Hong Kong escapes from the effects of trade policy lobbying. Given the history and institutions of Hong Kong, we also construct a simple model that attempt to capture the features of trade policy in Hong Kong.

An analytic and empirical study of unilateral trade liberalization agreements, from the nineteenth century to the present. Since the end of World War II, the freeing of trade has been most visible in reciprocal liberalization agreements negotiated under the General Agreement on Tariffs and Trade, or GATT, and through increasing bilateral and plurilateral agreements. There has also, however, been a significant, if less visible, unilateral freeing of trade by several nations. This book, based on a research project directed by Jagdish Bhagwati, examines the experiences with such unilateral trade liberalization. Part 1 considers historical experiences, following Britain's unilateral embrace of free trade. Part 2 discusses recent examples, and Part 3 discusses unilateral liberalization in specific sectors. The substantive introduction provides a synthesis of the findings as well as theoretical support. It argues that although unilateral freeing of trade is generally less beneficial than reciprocity, it can trigger "sequential" reciprocity through example or by encouraging lobbies abroad to favor trade expansion.

This paper determines the impacts of the Free Trade Agreement of the Americas (FTAA) for Brazil under alternative assumptions concerning the returns to scale and the nature of competition in several industries, emphasizing the effects on the agribusiness activities. The GTAPinGAMS applied general equilibrium model is used to run the simulations. The results suggest different changes in output, imports, exports, and prices under alternative assumptions about market structure. The FTAA allows the exploitation of economies of scale and reduction of markups in almost all industries, with evidences of rationalizing and pro-competitive effects occurring in the industries under imperfect competition. The welfare gains from the FTAA are larger in the model with market imperfections. If the FTAA excludes products from the agribusiness sectors, the Brazilian agricultural industries will exploit less the economies of scale.

Deep trade agreements (DTAs) cover not just trade but additional policy areas, such as international flows of investment and labor and the protection of intellectual property rights and the environment. Their goal is integration beyond trade or deep integration. These agreements matter for economic development. Their rules influence how countries (and hence, the people and firms that live and operate within them) transact, invest, work, and ultimately, develop. Trade and investment regimes determine the extent of economic integration, competition rules affect economic efficiency, intellectual property rights matter for innovation, and environmental and labor rules contribute to environmental and social outcomes. This Handbook provides the tools and data needed to analyze these new dimensions of integration and to assess the content and consequences of DTAs. The Handbook and the accompanying database are the result of collaboration between experts in different policy areas from academia and other international organizations, including the International Trade Centre (ITC), Organisation for Economic Co-operation and Development (OECD), United Nations Conference on Trade and Development (UNCTAD), and World Trade Organization (WTO).
