This study estimates the effect of the unemployment insurance wage replacement rate on reemployment wages in the U.S. using the sample of men in the 1996 and 2001 Surveys of Income and Program Participation. I model employment search behavior in a dynamic discrete time hazard setting with three possible outcomes: finding a full-time job, finding a part-time job, or staying unemployed (continuing the job search). I find that reemployment wages decrease with the unemployment insurance wage replacement rate. Furthermore, the wage replacement rate depresses the prospect of finding full-time work while increasing the prospect of finding part-time work.

This volume examines the impact that the financing and administration systems of labor market policy have on the design of national policies concerning the unemployed. The authors investigated labor market policy in six countries--Austria, France, Federal Republic of Germany. Great Britain, Sweden, and the United States--and determined that the distribution of responsibility for labor market programs, the financing of these programs, and the procedures for determining issues and expenditures differ markedly from country to country. The authors explore how the same economic causes--price changes, technological rationalization, new products--can have very different labor market effects because of institutional factors, such as the job-search behavior of the unemployed, the mobility of the employed, the hiring practices of firms, wage negotiations between trade unions and employers, and the employment policies of different levels of government and their impact on the behavior of labor market forces. Unemployment Insurance and Active Labor Market Policy answers the questions: how much public funding do the unemployed receive in wage-replacement benefits and for how long; how much public funding is devoted for manpower programs and invested in "active" labor market policy; and finally, how are the necessary financial resources made available? In summary, the book investigates the relationship between the financing system and revenues and expenditures for labor market policy, the role played by market policy in employment policy as a whole, and the impact of the financing system for labor market policy on the classical goals of the welfare state. The findings of this comprehensive study should contribute to the redeployment of financial resources from those funds currently being used to finance unemployment (unemployment benefits, unemployment assistance, and public assistance) to financing employment.

Unemployment insurance (UI) can affect unemployment duration and re-employment wages, through various dimensions of unemployed workers' job search behavior. We shed light on the effects of UI on job search behavior using new longitudinal data: we link administrative registers to data from a major online search platform, and track the job applications sent over the unemployment spells of about 500,000 French workers. We identify changes in individual search behavior caused by UI around benefits exhaustion, after accounting for changes in the sample composition--i.e. dynamic selection--and for the effect of the time spent unemployed--i.e. duration dependence. We show that search effort (the count of job applications) increases by at least 50% during the year preceding benefits exhaustion and remains relatively high thereafter. The target monthly wage decreases by at least 2.4% during the year preceding benefits exhaustion, and remains relatively low thereafter. We document particularly large dynamic selection around benefits exhaustion, as some workers increase their search effort more before exhaustion and find a job faster. We also show evidence for duration dependence: workers decrease their target wage by 1.5% over each year of unemployment, irrespective of their UI status. Overall, the effect of UI on individual search behavior is consistent with the predictions of search models and constitutes evidence against search-free models where UI merely subsidizes leisure.

This paper develops a general equilibrium model with unemployment and noncooperative wage determination to analyze the importance of incomplete markets when risk-averse agents are subject to idiosyncratic employment shocks. A version of the model calibrated to the U.S. shows that market incompleteness affects individual behavior and aggregate conditions: it reduces wages and unemployment but increases vacancies. Additionally, the model explains the average level of unemployment insurance observed in the U.S. A key mechanism is the joint influence of imperfect insurance and risk aversion in the wage bargaining. The paper also proposes a novel solution to solve this heterogeneous-agent model.
