This volume examines the impact that the financing and administration systems of labor market policy have on the design of national policies concerning the unemployed. The authors investigated labor market policy in six countries--Austria, France, Federal Republic of Germany. Great Britain, Sweden, and the United States--and determined that the distribution of responsibility for labor market programs, the financing of these programs, and the procedures for determining issues and expenditures differ markedly from country to country. The authors explore how the same economic causes--price changes, technological rationalization, new products--can have very different labor market effects because of institutional factors, such as the job-search behavior of the unemployed, the mobility of the employed, the hiring practices of firms, wage negotiations between trade unions and employers, and the employment policies of different levels of government and their impact on the behavior of labor market forces. Unemployment Insurance and Active Labor Market Policy answers the questions: how much public funding do the unemployed receive in wage-replacement benefits and for how long; how much public funding is devoted for manpower programs and invested in "active" labor market policy; and finally, how are the necessary financial resources made available? In summary, the book investigates the relationship between the financing system and revenues and expenditures for labor market policy, the role played by market policy in employment policy as a whole, and the impact of the financing system for labor market policy on the classical goals of the welfare state. The findings of this comprehensive study should contribute to the redeployment of financial resources from those funds currently being used to finance unemployment (unemployment benefits, unemployment assistance, and public assistance) to financing employment.

This comprehensive and instructive study examines the relative success or failure of government policies in preventing and alleviating unemployment. Choosing two contrasting cases—West Germany and the United States—Thomas Janoski probes the causes and consequences of two very different orientations toward labor market policy. In West Germany, labor, employers, and government cooperate in the running of a powerful and effective employment service. In the United States, by contrast, one finds little state involvement, organizational confusion, a long history of poor funding, and legislative resistance to intervention in the labor market. The components of U.S. labor market policy are derived from the activities and programs of many different agencies and Congressional committees. In addition to the Department of Labor, major aspects of labor market policy are sponsored by the Departments of Health and Human Services and Education, and the Social Security and Veterans Administrations. There is no centralized authority over these various activities and there is no one administrative agency responsible for the implementation of active labor market policies. Labour markets within countries vary in their performance. Some regions suffer from labour shortages, while others are faced with high unemployment figures. Furthermore structure and qualification of the workforce differs, and real wage patterns show diverging pictures between and within regions. Based on these empirical facts this study sheds some light on the wage unemployment relation and the impact active labour market policies has on this. Basic assumption is that market imperfections lead to unemployment in regional labour markets, partly owing to region-specific wage structures, and that active labour market policies can alleviate this problem. Five aspects are focused: The interaction of regional unemployment and wages based on the wage curve, the question how qualification patterns influence the regional wage level, the effectiveness of regional labour market policies, the impact of these policies on regional wage-setting, and the impact of employment service performance on real wages.

This paper presents a meta-analysis of recent microeconometric evaluations of active labor market policies. Our sample contains 199 separate "program estimates"--Estimates of the impact of a particular program on a specific subgroup of participants - drawn from 97 studies conducted between 1995 and 2007. For about one-half of the sample we have both a short-term program estimate (for a one-year post-program horizon) and a medium- or long-term estimate (for 2 or 3 year horizons). We categorize the estimated post-program impacts as significantly positive, insignificant, or significantly negative. By this criterion we find that job search assistance programs are more likely to yield positive impacts, whereas public sector employment programs are less likely. Classroom and on-the-job training programs yield relatively positive impacts in the medium term, although in the short-term these programs often have insignificant or negative impacts. We also find that the outcome variable used to measure program impact matters. In particular, studies based on registered unemployment are more likely to yield positive program impacts than those based on other outcomes (like employment or earnings). On the other hand, neither the publication status of a study nor the use of a randomized design is related to the sign or significance of the corresponding program estimate. Finally, we use a subset of studies that focus on post-program employment to compare meta-analytic models for the "effect size" of a program estimate with models for the sign and significance of the estimated program effect. We find that the two approaches lead to very similar conclusions about the determinants of program impact.
