In early 2009, thousands of ethnic Rohingya Muslims from Burma and Bangladesh made perilous journeys by sea to southern Thailand and Indonesia. Scores are feared to have died as a result of Thailand's "push-back" policy: towing Rohingyas back out to sea to deter further arrivals. This report examines the causes of the exodus of Rohingya people from Burma and Bangladesh and their treatment once in flight. Repression and human rights violations continue against the Rohingya inside Burma, exacerbated by a draconian citizenship law that renders them stateless. Decades of mistreatment have pushed many to flee to neighboring Bangladesh. From there, many pay to be smuggled to Malaysia via other Southeast Asian countries. The Syrian refugee crisis has galvanized attention to one of the world’s foremost challenges: forced displacement. The total number of refugees and internally displaced persons, now at over 65 million, continues to grow as violent conflict spikes.This report, Forcibly Displaced: Toward a Development Approach Supporting Refugees, the Internally Displaced, and Their Hosts, produced in close partnership with the United Nations High Commissioner for Refugees (UNHCR), attempts to sort fact from fiction to better understand the scope of the challenge and encourage new thinking from a socioeconomic perspective. The report depicts the reality of forced displacement as a developing world crisis with implications for sustainable growth: 95 percent of the displaced live in developing countries and over half are in displacement for more than four years. To help the displaced, the report suggests ways to rebuild their lives with dignity through development support, focusing on their vulnerabilities such as loss of assets and lack of legal rights and opportunities. It also examines how to help host communities that need to manage the sudden arrival of large numbers of displaced people and that are under pressure to expand services, create jobs, and address long-standing development issues. Critical to this response is collective action. As work on a new Global Compact on Responsibility Sharing for Refugees progresses, the report underscores the importance of humanitarian and development communities working together in complementary ways to support countries throughout the crisis†•from strengthening resilience and preparedness at the onset to creating lasting solutions.

In the context of the massive influx of Forcibly Displaced Myanmar Nationals to Bangladesh, this paper aims to evaluate the potential consequences on the Southern Bangladesh economy. It adopts an economywide perspective to study the impacts of increased labor supply and increased consumer demand in a general equilibrium framework, using a Local Economy-wide Impact Evaluation (LEWIE) model. The model is used to illustrate the potential effect of a large arrival of displaced populations on wages, the supply and demand of goods, and incomes of migrant and host populations. Simulations enable comparisons between possible scenarios, including two options for the size of the market being impacted (either the smaller Cox’s Bazar District, or the larger Chittagong Division) and several options for aid provisions from international actors. The databases used are the Forcibly Displaced Myanmar Nationals (FDMN) and Host Community Household Survey carried out by IFPRI, BIDS, WFP and ACF in late 2018 and the official Bangladesh Household Income and Expenditure Survey (HIES) 2016. We find that if the migrants enter the Cox Bazar labor markets only, their large number could potentially lead to a large drop in wage levels of around 30%. However, under similar conditions their impact in the much larger Chittagong Division would be limited to a drop of less than 4%. Cash transfers to migrants could mitigate the wage effects by stimulating local demand, but this effect is limited. Some local households may be hurt due to lower wages and higher prices. Matched transfers to local populations and investments in local industry could potentially offset some of these negative impacts.

All these different actors--and their donors--need practical assessments leading to recommendations that can be used immediately to improve people's mental health and well-being. Although a range of assessment tools exist, what has been missing is an overall approach that clarifies when to use which tool for what purpose. This document offers an approach to assessment that should help you review information that is already available and only collect new data that will be of practical use, depending on your capacity and the phase of the humanitarian crisis. This document is rooted in two policy documents, the IASC Reference Group s (2010) "Mental Health and Psychosocial Support in Humanitarian Emergencies: What Should Humanitarian Health Actors Know?" and the "Sphere Handbook's Standard on Mental Health" (Sphere Project, 2011). It is written primarily for public health actors. As the social determinants of mental health and psychosocial problems occur across sectors, half of the tools in the accompanying toolkit cover MHPSS assessment issues relevant to other sectors as well as the health sector.

For decades Myanmar has been portrayed as a case of good citizen versus bad regime – men in jackboots maintaining a suffocating rule over a majority Buddhist population beholden to the ideals of non-violence and tolerance.
