The management of water resources across boundaries, whether sub-national or international, is one of the most difficult challenges facing water managers today. The upstream exploitation or diversion of groundwater or rivers can have devastating consequences for those living downstream, and transboundary rivers can provide a source of conflict between nations or states, particularly where water resources are scarce. Similarly, water based-pollution can spread across borders and create disputes and a need for sound governance.This book is the first to bring together in a concise and accessible way all of the main topics to be considered when managing transboundary waters. It will raise the awareness of practitioners of the various issues needed to be taken into account when making water management decisions and provide a practically-based overview for advanced students. The authors show clearly how vital it is to cooperate effectively over the management of shared waters to unlock their contribution to regional sustainable development. The book is largely based on a long-running and tested international training programme, run by the Stockholm International Water Institute and Ramboll Natura, and supported by the Swedish International Development Co-operation Agency (Sida), where the respective authors have presented modules on the programmes. Climate change has an impact on the ability of transboundary water management institutions to deliver on their respective mandates. The starting point for this book is that actors within transboundary water management institutions develop responses to the climate change debate, as distinct from the physical phenomenon of climate change. Actors respond to this debate broadly in three distinct ways – adapt, resist (as in avoiding the issue) and subvert (as in using the debate to fulfil their own agenda). The book charts approaches which have been taken over the past two decades to promote more effective water management institutions, covering issues of conflict, cooperation, power and law. A new framework for a better understanding of the interaction between transboundary water management institutional resilience and global change is developed through analysis of the way these institutions respond to the climate change debate. This framework is applied to six river case studies from Africa, Asia and the Middle East (Ganges-Brahmaputra, Jordan, Mekong, Niger, Nile, Orange-Senqu) from which learning conclusions and policy recommendations are developed.

Today, when so many countries share the same transboundary river basins, unilateral water management becomes extremely critical. Joint water management, on the other hand, faces many obstacles, because of states' interests in particular function of the water. Water is needed for drinking, household, irrigation, hydro-energy, fishing, navigation, tourism as well as many other purposes, and unfortunately, it cannot meet all needs simultaneously. The satisfaction of one need often impedes the others. In this regard, transboundary river basins often create challenges among states by leading them to negotiate in asymmetric relations.This book is an attempt to address the effectiveness of transboundary water management from a social and political perspective by offering new theoretical underpinnings to understand the success conditions in sharing transboundary water resources. The author focused in the work on three conditions, i.e. institutional conditions and country specific conditions, as well as conditions of regional integrity level and role of external actors. The proposed conditions were tested on two river basins i.e. the successful one in the example of Orange/Senqu river basin and unsuccessful one in the case of Naryn/Syrdarya river basin.

Fostering cooperation to optimize development outcomes in complex African river basins requires a nuanced understanding of context, especially the political and economic incentives facing local actors. Decisions related to water resources management are shaped by a range of considerations from traditional economic factors and physical constraints to political considerations such as the need to manage political support within a single state or to navigate complex international relationships with riparian countries. Exploring political economy realities can reveal capacities and systems that support pockets of effectiveness or have produced successful reforms in the past. It can also reveal the underlying logic behind seemingly irrational policy decisions or apparently dysfunctional institutional arrangements. This in turn provides the basis for thinking about how to work with, around, or gradually reshape existing systems to achieve developmental policy goals. Political Economy Analysis for Transboundary Water Resources Management in Africa introduces key concepts and variables for the transboundary water context. Furthermore, it provides practical advice to help water resource management specialists carry out strong, operationally relevant analysis that contributes to new ways of thinking and working, and ultimately to achieving better results. The note draws on the numerous frameworks that have been developed and the many lessons learned about how to design and implement politically sensitive programming. Importantly, while political economy assessments provide insights into the non-technical drivers of decision-making, they rely on a sound understanding of the technical bottlenecks that need to be resolved, as well as the economic and social costs and benefits of a given intervention.
