Do regional approaches to affordable housing actually result in housing production and, if so, how? Regional Approaches to Affordable Housing answers these critical questions and more. Evaluating 23 programs across the nation, the report begins by tracing the history of regional housing planning in the U.S. and defining contemporary big picture issues on housing affordability. It examines fair-share regional housing planning in three states and one metropolitan area, and follows with an appraisal of regional housing trust funds--a new phenomenon. Also assessed are an incentive program in the Twin Cities region and affordable housing appeals statutes in Massachusetts, Rhode Island, and Connecticut. The study looks at recent private-sector initiatives to promote affordable housing production in the San Francisco Bay area and Chicago. A concluding chapter proposes a set of best and second-best practices. Supplementing the report are appendices containing an extensive annotated bibliography, a research note on housing need forecasting and fair-share allocation formulas, a complete list of state enabling legislation authorizing local housing planning, and two model state acts.

Opened only nine years after the Catholic academy in Boston was destroyed by nativists, the College of the Holy Cross was a pet project of Boston's second bishop, Benedict Fenwick--a Jesuit college in the midst of Yankee New England. At first an isolated, exclusively Catholic operation offering a seven-year humanities program, the College failed to obtain a charter by the Massachusetts General Court until 1865. After 1900, Holy Cross became a four-year college in the American pattern and advanced to its present level by integrating important principles of Jesuit liberal arts education with the academic traditions of the strongest educational region in the nation. Utilizing the universal Jesuit Plan of Studies, the college's leaders at first stressed connections with other Jesuit institutions in a program that emphasized classical languages, philosophy, history, mathematics, and natural sciences. About 1900, a second era began when the curriculum was altered to bring Holy Cross into conformity with the modern educational pattern: college offerings were amplified and the prep school was dropped. During the 1960s, a third era opened. It was characterized by coeducation, a more open curriculum, growing involvement of non-Jesuit faculty and administrators, the transition to a board of lay trustees, and rising academic standards as Holy Cross took its place as the foremost Jesuit school among four-year liberal arts colleges. Thy Honored Name highlights the confluence of two strong educational traditions--Puritan and Jesuit--and the growing appreciation of their compatibility. Abstract: Habitat is now the basis of most impact assessments and resource inventories, and it is the basis of many species management plans, mitigation planning, and environmental regulation. Habitats are relatively stable through time, easily defined in intuitive physical terms, and provide a tangible resource for negotiations and decision making. Numerous and varied methods of analyzing and reporting habitat conditions have been developed by federal, state, provincial, and private agencies. Habitat assessment approaches vary greatly among regions of the continent. The great variability in methods and an unusually wide range of practices have impeded the ability of agencies to share and synthesize information. A diversity of methods is desirable in the initial stages of a rapidly developing field, but enough time has passed to assess the state-of-knowledge and identify the best of the currently used methods and techniques. This manual is intended to provide fisheries biologists with a limited set of techniques for obtaining aquatic habitat data. The manual also describes the range of information collected and used in agency habitat analyses. Agencies planning habitat programs should review the synthesis of established and documented methods being used in North America (Appendix 1) and the planning recommendations in Chapter 2. Then, the remaining chapters should be reviewed to determine what types of habitat data should be included in the agency's program.
