This Cost Estimating Relationship (CER) for Fixed Wing Aircraft was developed to estimate the unit cost of a twin engine, commercial, turbo-prop aircraft procured off the shelf. The Army has a limited fixed wing capability and most of this capability is procured in a commercial environment instead of through a typical rotor wing procurement cycle. The list price in the commercial market includes both engines and standard avionics, while in a typical Government rotor wing procurement these items are Government Furnished Equipment. Therefore, this CER was developed using the parameter of empty weight and aircraft commercial list price. The data collected was analyzed using the Statistical Analysis System (SAS) on the AVSCOM Scientific and Engineering Computer System. The program developed is a linear regression of the form (y = a + bx), and the results are shown in the report.

Systems engineering and program management (SE/PM) constitute a large portion of the acquisition cost of military aircraft and guided weapons systems. The goal of this study was the development of a set of cost-estimating relationships that can be used to estimate the SE/PM cost element for development and production of aircraft and weapons programs. The authors canvassed government and industry personnel to learn about current techniques for estimating SE/PM costs, and they collected historical data from several aircraft and weapons programs to investigate trends in SE/PM costs over time and to generate methods that cost analysts can use early in the life cycle of a program when little cost information is available. The authors also investigated the effects on SE/PM costs from acquisition reform, including the reduction in the number of military specifications and standards, the use of integrated product and process teams, and the trend toward "evolutionary acquisition." Increasing cost and complexity of major weapon systems have resulted in many methods that constrain cost while assuring development of weapon systems that meet the military need. Among these methods the use of cost estimating relationships embodied in computerized mathematical modeling has come to the forefront. This research uses the Vehicle Design Evaluation Program (VDEP), a model which designs a least-weight aircraft. Since a least-weight aircraft may not be a least-cost aircraft, this research examined the feasibility of developing algorithms to relate least-cost to design using VDEP. Various graphic and statistical techniques failed to yield meaningful relationships. Additional analysis revealed apparent discrepancies in VDEP structural synthesis routines. Further research is recommended using more advanced design/cost models which incorporate revised structural synthesis routines. These models should first be validated for proper design/cost estimating properties. Then research should be conducted to identify cost driving parameters and detailed variable relationships. In this way the attainment of minimum cost aircraft structures which meet mission needs will materialize. (Author).
