European armed forces have undergone deep changes in the past two decades. Given the breadth of the debate and the size of transformations that took place, it is somewhat surprising that relatively few academic studies have directly dealt with changes in force structure of European militaries, and the Italian armed forces in particular. The focus of this book is the organizational dimension of the restructuring of armed forces through 3 different lenses: doctrine and strategic framework, budget and resource allocation, and force structure and deployment. The key issues addressed relate to how these factors interact in shaping transformation. Of particular interest is the theme of learning, which is how armed forces endogenize change in the short and long run. This study provides valuable insights into the extent to which armed forces manage to adapt to the emerging strategic and operational challenges they have to face and to illustrate the weight of institutional legacies, resource constraints and inter-organizational learning in shaping transformation. Focusing on the Italian case in comparative perspective and based on a large variety of military operations from airstrikes to peacekeeping and counterinsurgency, the book provides an innovative viewpoint on military transformation and significantly contributes to our understanding of contemporary security that is deeply shaped by the lessons learnt in Afghanistan, Lebanon, Iraq and Libya.

"This is the first comprehensive history of conscription and the military in Italy from the Restoration to the eve of WWI. The comparative and transnational approach enables this work to compare and contrast the Italian experience with that of many other countries in the world as well as understand transfers and the adaptive and imitative processes that emerge when conscription and the military are viewed from an Italian perspective. Peacetime and wartime recruitment, military life, culture, justice and civil-military relationships are analysed using a wide range of sources and an interdisciplinary approach that combines top-down and bottom-up perspectives. This enables the book not only to assess the contribution the military has made to the country in terms of state-building, nation building, modernization, pedagogical and disciplinary models, gender identity and roles, but also to reconsider the standard taxonomies as well as some established evolutionary models of the armies. Moreover, the Italian military is seen as an internally complex world that is incapable of defining its own one-dimensional identity or of imposing any such identity on its members. Information technology (IT) has had, and will continue to have, a deep impact on the defence sector. The most advanced countries, not only the U.S. but also France, Great Britain and Italy, over the past few years have undergone a transormation of their armed forces aimed at exploiting the strategic advantages of IT. The goal pursued in Europe, and also promoted by NATO, is Network Enabled Capability (NEC). That is combining equipment and soldiers, as well as different doctrinal, procedural, technical and organizational elements, into a single network to obtain their interaction in order to achieve substantial strategic superiority. In practice, this also occurs with a strong, efficient and secure telecommunications network, and through netcentric modernization of armed forces' capability and systems aimed at connecting them to the net. This research paper analyzes the military netcentric modernization and transformation programs - still in progress - in France, Britain and Italy, with special focus on the joint program led by the Italian army called "Forza NEC". Opportunities and challenges of "Forza NEC" have been considered according to the Italian armed force's requirements, developed during two decades of experience in international military operations, as well as in the light of the evolution of strategic doctrine at a European and transatlantic level. Particular attention has been devoted to the interaction between industry and the armed forces, and to the involvement of many Italian companies in different "Forza NEC" activities, as it represents one of the pillars of the procurement program.
