This module articulates a theory of change for climate-smart agriculture. The theory of change serves as a foundation for a step-by-step guide for implementing a national climate-smart agricultural strategic framework. The first section of the module describes the elements of the theory of change. Based on this theory, the second section lays out the steps that need be followed to establish the required evidence base to support climate-smart agriculture planning and implementation. These steps are associated with five distinct activities: stocktaking of challenges and options; identifying potential climate-smart agriculture interventions; expanding the evidence base for climatesmart agriculture objectives; assessing barriers to adoption; costing interventions; and prioritizing and planning for country-owned climate-smart agriculture strategies. The third section highlights some of the key capacities that need to be developed to build and sustain a national climate-smart agriculture strategy and integrate climate-smart agriculture into policies that extend beyond specific projects and programmes.

This brief has been produced by the Food and Agriculture Organization (FAO) of the United Nations, in collaboration with the Global Dairy Platform (GDP) and the Global Research Alliance on Agricultural Greenhouse Gases (GRA) and with the financial support of the New Zealand Government. The FAO was approached by GDP and GRA to develop guidance following previous research on dairy cattle in order to support policy makers and livestock sector actors in implementing a process that captures the co-benefits of cattle health initiatives in their climate commitments. It provides examples in specific countries in collaboration with the World Bank and the International Fund for Agricultural Development (IFAD). This brief provides methodological guidance on the quantification of animal health interventions and their impact on greenhouse gas (GHG) emissions, on the basis that they deliver multiple benefits to individual farmers and society which could outweigh the costs of the intervention, particularly when considering reduced GHG emissions.

In Ecuador, the livestock sector is essential for food security. It is also an important source of employment and income in provinces with a large presence of small and medium-scale farmers. From May 2020 to October 2020, FAO implemented the project to “reduce soil degradation, and mitigate greenhouse gas (GHG) emissions in the livestock sector of Ecuador”. The project was implemented seven provinces, distributed in three geographic regions of the country (coastal Ecuador, the Andes and Amazon). The project had an impact on public policies, with the incorporation of climate-smart livestock farming as one of the lines of action for the agricultural sector. In terms of technical aspects, the preparation of online tools to monitor GHG emissions and to calculate climate risk and the adaptation capacity of the sector is noteworthy. One void shown in the project, throughout the consultation process with interested parties, was the lack of connections to the market and the private sector. This was not contemplated in the project design and arose as a recurring issue during the implementation
