This volume includes seven chapters divided into two sections: a first part on the status and trends of different aspects of Mediterranean and Black Sea fisheries, including fleet, catches, socio-economic variables and bycatch, and a second part that focuses on the management of Mediterranean and Black Sea fisheries, including an overview on small-scale fisheries. The 2018 edition of The State of Mediterranean and Black Sea Fisheries (SoMFi 2018), the flagship publication of the GFCM, provides a comprehensive overview of regional and subregional trends in Mediterranean and Black Sea fisheries. Bringing together data and indicators submitted by GFCM contracting parties and cooperating non- contracting parties on stock status, national catches, fleet and socio-economic aspects as well as information obtained from other sources, SoMFi 2018 aims to provide objective, reliable and up-to-date information to a wide audience and support decision-making in fisheries. SoMFi 2018 is divided into eight chapters. The first analyses the current composition of the fishing fleet, including information on fleet capacity, vessel types and age classes. Next comes a detailed breakdown of overall capture fishery production with comparisons of the latest figures to data from previous years, highlighting significant changes and trends. The report then looks at what this means for regional economies and for the livelihoods of the people who depend on the fisheries sector. As small-scale fisheries make up a large majority of Mediterranean and Black Sea fisheries, they receive special focus. Marine recreational fisheries are an integral part of Mediterranean and Black Sea coastal life and are commonly practiced throughout the region. Recreational fisheries also represent an important driver of coastal tourism, which constitutes one of the region’s most important maritime sectors in terms of gross value added and employment. However, despite their ubiquity and potential socio-economic contribution, recreational fisheries are a data-poor sector and can vary widely from one country to another, thus impairing proper consideration of the recreational fisheries sector in policy-making and undermining efforts towards sustainable fisheries management at the regional level. The main goal of this handbook is therefore to provide a clear methodological framework to allow Mediterranean and Black Sea countries to implement suitably harmonized sampling and survey monitoring schemes for recreational fisheries. This handbook establishes a minimum set of necessary information for monitoring recreational fisheries, while, at the same time, allowing for flexibility to accommodate national specificities and data collection needs. It also provide guidance on the data analysis process as well as advice to successfully engage stakeholders in the data collection process.

This report summarizes the discussions held during the forty-fifth session of the General Fisheries Commission for the Mediterranean and twelfth session of the Committee on Administration and Finance. During the session, progress in activities related to fisheries, aquaculture, compliance and other strategic activities was reviewed. The Commission adopted 17 binding recommendations and four resolutions related to fisheries management and conservation, aquaculture and compliance. Moreover, the Commission adopted the revised GFCM Rules of Procedure and approved the proposal for the appointment of the new GFCM Executive Secretary. Finally, the Commission adopted its programme of work for the next intersession and approved its autonomous budget for 2023, 2024 and 2025, as well as a number of strategic actions to be funded through extrabudgetary resources. The Commission also endorsed the new Bureau of the Committee on Administration and Finance and extended the mandate of the Bureau of the Scientific Advisory Committee on Aquaculture until 2024.

Illuminating Hidden Harvests: the contributions of small-scale fisheries to sustainable development (hereinafter IHH) is a global study uncovering the contributions and impacts of small-scale fisheries through a multidisciplinary approach to data collection and analysis. The study provides information that quantifies and improves understanding of the crucial role of small-scale fisheries in the areas of food security and nutrition, sustainable livelihoods, poverty eradication and healthy ecosystems. It also examines gender equality as well as the nature and scope of governance in small-scale fisheries. The IHH study was carried out in support of the implementation of the Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries in the Context of Food Security and Poverty Eradication (SSF Guidelines), themselves developed in recognition of the plight of small-scale fishers, fishworkers and associated communities and released as a contribution to the International Year of Artisanal Fisheries and Aquaculture 2022. The purpose of this report is to contribute to a more holistic understanding of what small-scale fisheries are, their importance, and why they are essential to efforts to achieve the Sustainable Development Goals (SDGs). By using this knowledge wisely within a human rights-based approach in line with the SSF Guidelines, and by empowering small-scale fishers and fishworkers, a more inclusive, equitable, sustainable and resilient small-scale scale fisheries subsector can be achieved. Realizing this goal would benefit hundreds of thousands in fishing communities and society at large. With this in mind, the IHH report is aimed at all those with a stake or an interest in the small-scale fisheries subsector, in particular decision-makers who are concerned with fisheries, poverty eradication, food security and nutrition, and sustainable development more generally. It is also addressed to small-scale fisheries actors themselves and those who support them.

Recent decades have seen significant changes in the biota of the Mediterranean and the Black Sea due to the introduction of non-indigenous species. Reliable scientific data on the dynamics of their distribution and abundance are essential to understand their ecological and economic effects. This review – in addition to providing images and descriptions of relevant species to aid in identification – presents a unique historical and regional perspective on these species’ impacts, based on many years’ worth of research. The Black Sea’s primary invaders come from the Mediterranean. Species like the comb jelly Mnemiopsis leidyi have caused major declines in biodiversity in the region by crippling key segments of the food chain. Similar results have been noted in the Marmara Sea, a crucial water exchange point located between the Aegean Sea and the Black Sea. Infiltration into the Mediterranean comes from both the east and west – with Lessepsian species passing through the Suez Canal and fish and invertebrate species originating from the Atlantic expanding their ranges. As of the publication of this review, over 900 non-indigenous species have been reported in the Mediterranean and almost 300 in the Black Sea, with these numbers expected to rise in the future. Numerous Lessepsian fishes are commercially relevant and have been absorbed into local markets, particularly in the eastern Mediterranean region. While these species are targeted through various fishing techniques, many others are simply discarded due to a lack of value and there are even some, such as lionfishes, pufferfishes and several species of jellyfishes, that present immediate dangers to human health. Stewardship of native species, regional cooperation on the enforcement of legal measures, increased public awareness and the creation of marine protected areas are thus essential to minimize and reduce the impacts of non-indigenous species both in the Mediterranean and the Black Sea.

FAO has promoted the ecosystem approach to fisheries (EAF) as an appropriate framework for the sustainable development and management of fisheries worldwide. With a view to contribute to the identification of lessons and good practices for EAF implementation, this publication documents nine case studies that attempted to put into practice some of the key principles and tools of the approach in the Mediterranean Sea. The case studies were selected to cover a broad range of contexts including smallscale and industrial fisheries operating at local, national and sub-regional scales. It was not within the scope of the publication to evaluate the level of implementation of the ecosystem approach. A specific tool for monitoring implementation is proposed and exemplified. Case studies were analysed with a view to draw preliminary lessons regarding the enabling factors that facilitated the progress made as well as the challenges faced in the transition towards EAF-based management systems. Attention is drawn to key enabling conditions such as favourable policies, legislation and regulatory frameworks, the existence of regional mechanisms for cooperation, favourable market dynamics and social processes, and the relatively low complexity of the fishery systems analysed. A set of factors emerged that contributed to progress during implementation, such as the clear definition of fishing rights, the enhancement of mechanisms for compliance, scientific monitoring and adaptation of management measures, as well as the explicit consideration of biological and socioeconomic aspects in management actions. Further progress in the transition towards sustainable management systems is hampered by external and internal factors. External factors are related, for instance, to environmental changes, the poor regulation and control of competing sectors, consumer behaviour and the governance environment. Issues such as stakeholder representation, knowledge gaps and the availability of sustainable sources of funding are among common internal factors. The authors also discuss how slow progress in the implementation of management plans can generate discredit with the institutions and add additional challenges for any future initiatives to engage stakeholders in participatory management. The case-based results and lessons of how the ecosystem approach to fisheries was considered, developed and implemented in the fisheries discussed in this publication not only contribute to the documentation of current practices in the Mediterranean but may also guide future attempts to further develop the field.
