A revealing work of public history that shows how communities remember their pasts in different ways to fit specific narratives, Race, Place, and Memory charts the ebb and flow of racial violence in Wilmington, North Carolina, from the 1730s to the present day. Margaret Mulrooney argues that white elites have employed public spaces, memorials, and celebrations to maintain the status quo. The port city has long celebrated its white colonial revolutionary origins, memorialized Decoration Day, and hosted Klan parades. Other events, such as the Azalea Festival, have attempted to present a false picture of racial harmony to attract tourists. And yet, the revolutionary acts of Wilmington’s African American citizens—who also demanded freedom, first from slavery and later from Jim Crow discrimination—have gone unrecognized. As a result, beneath the surface of daily life, collective memories of violence and alienation linger among the city’s black population. Mulrooney describes her own experiences as a public historian involved in the centennial commemoration of the so-called Wilmington Race Riot of 1898, which perpetuated racial conflicts in the city throughout the twentieth century. She shows how, despite organizers’ best efforts, a white-authored narrative of the riot’s contested origins remains. Mulrooney makes a case for public history projects that recognize the history-making authority of all community members and prompts us to reconsider the memories we inherit. In Troubled Waters, Paul F. Paskoff offers a comprehensive examination of the federal government's river improvements program, which aimed to reduce hazards to navigation on the great rivers of America's interior during the early and mid-nineteenth century. Danger on the rivers came in a variety of forms. Shoals, rapids, ice, rocks, sandbars, and uprooted trees and submerged steamboat wrecks lodged in river beds were the most common perils and accounted for the largest number of steamboat disasters. This daunting array of river hazards required a similarly broad range of efforts to remove or at least ameliorate them. Against a variety of obstacles -- natural, political, and technological -- the river improvements program succeeded in reducing the rate of steamboat loss, even as steamboat traffic dramatically increased. Its success, Paskoff argues, demonstrates that the federal government was far more active than generally thought in promoting economic growth and development in the years leading up to the Civil War. The river improvements program was one of the most volatile issues in national, sectional, and state politics, touching on questions of economic development, constitutional law, partisan politics, and sectional rivalry. Paskoff examines the controversial program from its beginnings during the early republic to 1844, giving careful attention to the policies of Andrew Jackson's administration. He explores the array of objections to the program -- some grounded in a strict interpretation of the Constitution and others in a concern over alleged federal wantonness, corruption, and waste -- and follows the political story through the administration of James K. Polk forward to secession. Paskoff also explains the fiscal, economic, and technological aspects of the hazard problem and its solution, analyzing the federal government's fiscal condition, its capacity to undertake such an ambitious program, and the influence of conditions in the larger economy, including effects of the Mexican War, upon the federal government's finances. Paskoff's lively analysis rests on a bedrock of impressive quantitative evidence, including databases containing every documented steamboat wreck -- more than 1,200 -- on American rivers, lakes, and coastal waters; construction and engine data for more than 600 steamboat packets; and all relevant federal appropriations and expenditures measures, more than 2,300 spending projects in all. During Reconstruction, an alliance of southern planters and northern capitalists rebuilt the southern railway system using remnants of the Confederate railroads that had been built and destroyed during the Civil War. In the process of linking Virginia, the Carolinas, and Georgia by rail, this alliance created one of the largest corporations in the world, engendered bitter political struggles, and transformed the South in lasting ways, says Scott Nelson. Iron Confederacies uses the history of southern railways to explore linkages among the themes of states' rights, racial violence, labor strife, and big business in the nineteenth-century South. By 1868, Ku Klux Klan leaders had begun mobilizing white resentment against rapid economic change by asserting that railroad consolidation led to political corruption and black economic success. As Nelson notes, some of the Klan's most violent activity was concentrated along the Richmond-Atlanta rail corridor. But conflicts over railroads were eventually resolved, he argues, in agreements between northern railroad barons and Klan leaders that allowed white terrorism against black voters while surrendering states' control over the southern economy.

Exploring family and community dynamics, Enemies of the Country profiles men and women of the Confederate states who, in addition to the wartime burdens endured by most southerners, had to cope with being a detested minority. With one exception, these featured individuals were white, but they otherwise represent a wide spectrum of the southern citizenry. They include natives to the region, foreign immigrants and northern transplants, affluent and poor, farmers and merchants, politicians and journalists, slaveholders and nonslaveholders. Some resided in highland areas and in remote parts of border states, the two locales with which southern Unionists are commonly associated. Others, however, lived in the Deep South and in urban settings. Some were openly defiant; others took a more covert stand. Together the portraits underscore how varied Unionist identities and motives were, and how fluid and often fragile the personal, familial, and local circumstances of Unionist allegiance could be. For example, many southern Unionists shared basic social and political assumptions with white southerners who cast their lots with the Confederacy, including an abhorrence of emancipation. The very human stories of southern Unionists--as they saw themselves and as their neighbors saw them--are shown here to be far more complex and colorful than previously acknowledged.
