In The Social Roots of Basque Nationalism, sociologist Alfonso Pérez-Agote addresses the social mechanisms that Basques employed to sustain their ethnic identity under the Franco Regime and demonstrates how persecution actually encouraged the extension of Basque nationalist consciousness. He also reveals how state political pressure radicalized one element of the Basque-nationalist movement, resulting in the formation of ETA, an armed terrorist wing that itself became a mechanism for extending nationalist consciousness. Finally, he examines the subsequent changes in Basque nationalism following Franco’s death and the extension of democracy in Spain, which resulted in the institutionalization of the movement into an autonomous political power. This work is based in part on interviews and polls with informants in the Basque Country and abroad, eliciting such data as the role that family, education, social contacts, and religious environment play in the evolution of political attitudes; the place of violence in the Basque world view and contemporary political culture; regional variations in Basque nationalism; and the factors that contributed to the resilience of Basque nationalism in adapting to new historical conditions. The result is a sophisticated discussion of the various ways in which Basque social reality is constituted and how this reality helps to create political culture. Set against the historical background of Spain's unification as a modern state, this book is a study of a complex, frequently violent, political phenomenon - Basque nationalism - which after ninety years continues to constitute a major challenge to Spain's established political order. It examines the origins of Basque nationalism in the Basque industrial heartland of Bilbao in the 1890s and analyses its development up to 1980 when the Basque country finally achieved home rule. This book looks at the fundamental components of national identity as understood by ordinary nation members, and the way in which it is mobilised by political elites. Drawing on an original case comparison between Wales and the Basque Country, the author suggests there are many commonalities between these two nations, particularly around the fundamentals of their national identities. However, differences occur in terms of degree of intensity of feeling and around the politicisation of identity, with more entrenched and hostile political positioning in the Basque Country than Wales. Through a multi-level comparison, the book generates insights into national identity as a theoretical concept and in a ‘stateless nation’ context. It argues for national identity's intangible, yet polemical, nature, looking at the primordialist way it is understood, its permanence and importance, coupled with its lack of everyday salience and consequent obligations.

The violent Basque separatist group ETA took shape in Franco's Spain, yet claimed the majority of its victims under democracy. For most Spaniards it became an aberration, a criminal and terrorist band whose persistence defied explanation. Others, mainly Basques (but only some Basques) understood ETA as the violent expression of a political conflict that remained the unfinished business of Spain's transition to democracy. Such differences hindered efforts to 'defeat' ETA's terrorism on the one hand and 'resolve the Basque conflict' on the other for more than three decades. Endgame for ETA offers a compelling account of the long path to ETA's declaration of a definitive end to its armed activity in October 2011. Its political surrogates remain as part of a resurgence of regional nationalism - in the Basque Country as in Catalonia - that is but one element of multiple crises confronting Spain. The Basque case has been cited as an ex- ample of the perils of 'talking to terrorists'. Drawing on extensive field research, Teresa Whitfield argues that while negotiations did not prosper, a form of 'virtual peacemaking' was an essential complement to robust police action and social condemnation.
