In the four years since Hurricane Katrina, volunteers and nongovernmental organizations (NGOs) have been instrumental in supporting community efforts to recover and rebuild from the devastation in the Gulf States region. The period also provides a case study of the complex process of human recovery and the resource and policy constraints on NGO involvement in these efforts. Human recovery is the process of rebuilding social and daily routines and support networks that foster physical and mental health and well-being. To capture lessons learned for improving human recovery efforts in future disasters, RAND researchers conducted a facilitated discussion with NGO leaders representing a broad spectrum of organizations in Louisiana. The results of that discussion highlight ongoing challenges facing NGOs in terms of appropriate recovery models and financing, NGO-government coordination, and processes to formalize and operationalize NGO roles and responsibilities. Drawing on these lessons, this paper also offers a series of state and federal policy recommendations and a set of possible future research directions to assess and address barriers to long-term human recovery efforts.

In the devastation that follows a major disaster, there is a need for multiple sectors to unite and devote new resources to support the rebuilding of infrastructure, the provision of health and social services, the restoration of care delivery systems, and other critical recovery needs. In some cases, billions of dollars from public, private and charitable sources are invested to help communities recover. National rhetoric often characterizes these efforts as a "return to normal." But for many American communities, pre-disaster conditions are far from optimal. Large segments of the U.S. population suffer from preventable health problems, experience inequitable access to services, and rely on overburdened health systems. A return to pre-event conditions in such cases may be short-sighted given the high costs - both economic and social - of poor health. Instead, it is important to understand that the disaster recovery process offers a series of unique and valuable opportunities to improve on the status quo. Capitalizing on these opportunities can advance the long-term health, resilience, and sustainability of communities - thereby better preparing them for future challenges. Healthy, Resilient, and Sustainable Communities After Disasters identifies and recommends recovery practices and novel programs most likely to impact overall community public health and contribute to resiliency for future incidents. This book makes the case that disaster recovery should be guided by a healthy community vision, where health considerations are integrated into all aspects of recovery planning before and after a disaster, and funding streams are leveraged in a coordinated manner and applied to health improvement priorities in order to meet human recovery needs and create healthy built and natural environments. Nongovernmental organizations (NGOs) are instrumental in communities' resilience to natural and man-made disasters. But, despite national progress, the plans and processes for their involvement are not well-defined. This report summarizes three interrelated conference sessions that RAND researchers convened during the Louisiana Association of Nonprofit Organizations annual conference in August 2010. The purpose of the three sessions was to generate a national policy agenda that summarizes the challenges to involving NGOs in disaster response and recovery and to identify potential policy and program recommendations to address these challenges, with a specific emphasis on two types of populations, which were most in need after recent disasters: displaced and returning individuals and individuals with mental health needs. Panelists and conference attendees were asked to identify recommendations that would assist NGO involvement in disaster response and recovery. Those recommendations were then summarized by RAND researchers and were categorized into five areas: defining and formalizing roles for NGOs, structure and integration of governmental and nongovernmental organizations in common plans, information sharing, service capacity, and resource allocation. Based on the conference discussion, this report also contains RAND recommendations for future research to inform implementation of the policy agenda.

Natural disasters have long been seen as naturally generated events, but as scientific, technological, and social knowledge of disasters has become more sophisticated, the part that people and systems play in disaster events has become more apparent. Production of Disaster and Recovery in Post-Earthquake Haiti demonstrates how social processes impact disasters as they unfold, through the distribution of power and resources, the use of discourses and images of disaster, and the economic and social systems and relations which underlie affected communities. The authors show how these processes played out in post-earthquake Haiti to set in motion the mechanics of the disaster industrial complex to (re)produce disasters and recovery rather than bring sustainable change. The book reveals that disaster and recovery rhetoric helped create fertile conditions for neoliberal disaster governance, militarized and digital humanitarianism, non-profiteering, and disaster opportunism to flourish while further disenfranchising marginalized populations. However, the Haiti earthquake, as is the case with all disaster sites, was ripe with mutual aid, community building, and collective action, all of which further local resilience. The authors seek to re-construct dominant discourses, policies, and practices to advance equitable, participatory partnerships with local community actors and propose a praxis for a people’s recovery as an action-oriented framework for resisting the transnational disaster industrial machinery. The authors argue for new synergies in policymaking and program development that can respond to emergencies and plan for true long-term, sustainable development after disasters that focuses as much on humans and the natural world as it does on economic progress. This report provides a roadmap for federal, state, and local leaders who are developing plans to enhance community resilience for health security threats and describes options for building community resilience in key areas.
