Contrary to the expectations of many people, China's recent economic growth has not led to the collapse of the Chinese Communist Party. In fact, the Party has recently carried out a peaceful and orderly transition to the so-called fourth generation of leadership, has revitalised itself, and created a new, younger and better trained cadre corps. Despite this successful transformation, there continue to be many problems that the Party will need to overcome if it is to remain in power, including pressures for democratization in both urban and rural areas, widespread corruption, the emergence of new social groups, and increasing dissatisfaction among workers who seem to be losing out in the present transition process. Economic development in mainland China during the first two decades of Communist control provides a typical example for the difficult task to transform a vast underdeveloped agrarian economy into a modern industrial one. In the first half of this period, a series of massive transformations of social and economic institutions was accompanied by a drafted industrialization program; the result was an impressive speed-up in economic growth. The second decade witnessed an economic crisis (1960-62) and a political upheaval (1966-68). These disruptions marred the economic performance over the period as a whole. Consequently, the long-term growth rate appears to have been only moderate.The Economy of Communist China reviews selected aspects of the economy. China, like many authoritarian regimes, struggles with the tension between the need to foster economic development by empowering local officials and the regime's imperative to control them politically. Landry explores how the Chinese Communist Party (CCP) manages local officials in order to meet these goals and perpetuate an unusually decentralized authoritarian regime. Using unique data collected at the municipal, county, and village level, Landry examines in detail how the promotion mechanisms for local cadres have allowed the CCP to reward officials for the development of their localities without weakening political control. His research shows that the CCP's personnel management system is a key factor in explaining China's enduring authoritarianism and proves convincingly that decentralization and authoritarianism can work hand in hand.
