Building Up a Strategy for De-Balkanizing the Balkans
Author: Ferdinand Xhaferaj
Publisher:
ISBN: 9781423505785
Category : Balkan Peninsula
Languages : en
Pages : 106
Book Description
Three years after the Kosovo conflict, the Balkans remains politically and socially unstable as well as economically depressed. Even though Milosevic has gone, he has left behind him a legacy of destruction and distrust. The mechanisms, instruments, and models of international relations that provide a framework for producing security and promoting development such as creation of alliances, diplomacy, and models of security communities, did not produce the expected results. Therefore, a high potential for renewed conflict remains acute. one of the main reasons that Western Powers adopted a reluctant attitude towards the Balkans crises, or did too little too late, was misunderstanding the nature and the origin of the conflicts from the beginning. Without knowing where the region is coming from, it is impossible to construct where the region should be heading. This thesis outlines a brief history of the region that provides the context for the current situation. It demonstrates the impact of ethnicity, religion, language, culture, and economics in shaping the conflicts in the Balkans. Furthermore, it analyzes the current security and economic situation in the region. Finally, it provides some security and economic recommendations, which offer guidelines for implementing what the author considers the right path for De-Balkanizing the Balkans.

Prospects and Risks Beyond EU Enlargement
Author: Wim van Meurs
Publisher: Springer Science & Business Media
ISBN: 3663111830
Category : Political Science
Languages : en
Pages : 289
Book Description
With the European Union ́s upcoming eastern enlargement, Europe is confronted with the necessity of creating security and stability beyond the EU borders in Eastern and Southeastern Europe. This task includes not only numerous risks but also opportunities to face the challenges of the 21st century. This volume provides policy-oriented recommendations and differentiated assessments for all nine states and entities of the region, as well as for the policy areas of governance, economy and security. The authors explore the unintended consequences and side-effects of massive support for reforms and external influence on weak states. A concept for a "Mulit-Layered Europe" is developed for the strategic dilemmas concerning the current debate on "Wilder Europe". The unique alliance between analytical output and strategic thinking makes the book valuable for the academic community and for persons responsible for Europe ́s future. The volume is one of two from a joint project on "Security in Europa and beyond its borders" of the Bertelsmann Foundation in Guetersloh and the Center for Applied Policy Research in Munich.

The Balkan Stability Pact stands for a networked approach of international organizations to deal with these problems. This analysis critically looks into strategies, actors, and preliminary results. There are shortcomings and inconsistencies and there is some potential for transatlantic conflicts over the issue of burden sharing. There is also a risk of EU imperial overstretch facing eastern and south-eastern EU enlargement.
