2013 saw the transition of power from the former Emir, Sheikh Hamad bin Khalifa Al Thani, to Sheikh Tamim bin Hamad Al Thani, his fourth son and second son with Sheikha Moza bint Nasser, a move unprecedented elsewhere in the Gulf but not unexpected in Qatar. With sustained, long-term economic growth, the highest per capita income in the world, a stable and well-capitalised banking sector, a sovereign wealth fund that is of true global significance and one of the largest reserves of natural gas just offshore, Qatar today has many advantages. It is clear that the country is in a strong position from which to continue its robust economic performance, and the years ahead will see a vast construction drive, in line with the principles of Qatar National Vision 2030 and catalysed by preparations for the 2022 FIFA World Cup. Oil and gas accounted for around 51.5% of Qatar’s economic output in 2013, while developing downstream facilities that add value to energy by-products, for example, has helped build a portfolio of petrochemicals, chemicals and fertiliser companies and looks set to see Qatar’s economic strength continue. With more than $222bn of projects in the pipeline, the construction sector’s growth has been forecast at 15% for 2014, while spending on infrastructure is set to reach $150bn in the run-up to the 2022 FIFA World Cup. Against this backdrop, Qatar looks set to continue offering a wide variety of opportunities for foreign investors.

The Middle East was the region least impacted in the 2008 crisis, has investment systems markedly different to the West, is largely governed by Islamic Shari’a, and has varying forms of governance and institutional organization, which are not understood by many, nor how these systems shape entrepreneurial and industrial development. While the Middle East as a region has seen a small growth in entrepreneurship for women, and business scholarship on the Middle East has grown, there is no text in English that has brought critical insights from the Middle East together in a single volume. In examining women’s entrepreneurship in the Middle East, this book aims to challenge Global North assumptions about the disempowering impacts of Islamic Shari’a and governance. Referring to the constraints of Islam on women’s subjectivity and agency greatly misunderstands religious identity, of both men and women, and the way in which public administration and private sector institutions are organized in very different ways to Western regions. This Selected Issues paper discusses strengthening of fiscal policy and fiscal frameworks in Qatar. It proposes ways to ensure that sustainable fiscal policy is maintained in the medium to long term in Qatar. Fiscal policy remains sustainable, but given the large drop in oil prices, revenue-raising and expenditure-containing measures need to be considered to ensure intergenerational equity. Measures aimed at containing current spending, prioritizing capital expenditure, and raising nonhydrocarbon revenues would help bring fiscal policy back to consistency with intergenerational equity. Strengthening fiscal frameworks would help achieve the desirable fiscal policies.

While most previous investigations have been limited geographically to Egypt and the Levant, this volume focuses on the lesser-studied southeastern Arabian Peninsula, showing what death and burial can reveal about the lifestyles of the region’s prehistoric communities. In case studies from Oman, the United Arab Emirates, Qatar, and Bahrain, contributors explore the transition from the earliest to the most complex mortuary monuments in the Bronze Age and beyond. They consider sociopolitical and environmental factors that may have influenced mortuary practices and what skeletal biogeochemistry can reveal about changing mobility and access to food resources. They also discuss sites that illustrate more nuanced shifts in burial traditions that took place during the evolution of the Hafit to the Umm an-Nar cultures, a period of transformation often neglected because the semi-nomadic lifestyle of this intermediary culture left behind a limited archaeological record. Burial patterns reveal a shift from cairns to communal tombs that offers new insight into the relationship between the mortuary landscape and the living, while the presence of animal bones interred with human remains embodies the significance of herd management as symbols of both territoriality and reproduction. By using skeletal remains as a rich source of scientific data that complements studies of burial context, this volume represents an important turning point for mortuary research in the region. Its novel interdisciplinary and international perspective provides a synthesis of new ideas and interpretations that will guide future archaeological research in Arabia and beyond.
