The uptake of agricultural mechanization in Ethiopia is low with less than one percent of agricultural plots plowed with a tractor. However, in recent years the uptake of agricultural machinery has accelerated. We note an impressive increase in imports of combine-harvesters and of tractors, seemingly associated with the increasing costs of agricultural labor and animal traction, substitutes for agricultural mechanization. We estimate that a quarter of the area in Ethiopia planted to wheat – the fourth most important cereal in the country – is currently harvested by combine-harvesters, and they are widely used in the major wheat growing zones in the southeast of the country in particular. Private mechanization service providers have rapidly emerged. Smallholders in these wheat growing zones rely heavily on agricultural machinery rental services for plowing, harrowing, or harvesting. We find that mechanization is associated with significantly lower labor use, and that the adoption of combine-harvesters – but not tractors – is significantly associated with higher yields, seemingly due to lower post-harvest losses. While further expansion of mechanization in the country is desired, given the environmental and financial cost of holding oxen and the higher yields linked with some forms of mechanization, it appears to be hampered by farm structures, particularly small farm sizes and consequent limits in scale; fragmented plots; crop diversity; physical constraints, such as presence of stones, steepness of fields, and soil types; and economic and financial constraints, including limited access to foreign exchange and credit and the still relatively low wages in less commercialized zones.

Ethiopia has made substantial efforts in the last three decades to increase agricultural productivity through modern input intensification and stimulate overall economic growth. Despite the high growth rates in recent decade, Ethiopia’s overall intensification and yield levels remained below what is considered optimal. This study examines the patterns, trends, and drivers of agricultural intensification and productivity growth during the recent decade (2012 - 2019) using three rounds of representative household data collected from the four main agriculturally important regions of the country. The descriptive results indicate a positive trend in both the adoption rate and intensity of inputs and output, albeit from a low base compared to other contexts and with considerable heterogeneity by access to information, rainfall levels and variability, labor, soil quality, remoteness, among others. The econometric results show significant association between intensification, yield growth, household dietary diversity (a proxy measure for food and nutrition security), and consumer durables. However, the results on the association between current yield levels and per capita consumption expenditures are mixed (i.e., while an increase in cereal yield only improve food consumption expenditures, an increase in cash crops yield mainly improve non-food consumption expenditures). In sum, while the increasing input intensification and the resulting yield gains are associated with improvement in household diets and consumer durables, it falls short to have strong impact on incomes (as measured by total consumption expenditures), indicating that more efforts have to be made to see meaningful impacts on higher order outcomes. Additional welfare improving productivity gains through increased input intensifications may require investments to put in place appropriate fertilizer blends linked with localized soil nutrient requirements, investments to generate locally suited improved seeds and appropriate mechanisms to reach farmers, ways to mitigate production (rainfall) risk, and investments to remodel Ethiopia’s extension system to provided much needed technical support to farmers on production methods.

This paper summarizes general demand- and supply-side issues for agricultural mechanization based on recent studies that focus on experiences and evidence from both Africa and Asia. The paper pro vides typologies of agricultural mechanization in Rwanda along with policy options within the context of its current mechanization support strategies. Provincial variations in agroecology and cropping systems, irrigated/rainfed systems, farm size, and labor use intensity, among other factors, characterize the key types of mechanization use in Rwanda. Support for mechanization in Rwanda can be broadly tailored to (a) irrigated medium-scale farmers in the Eastern province and Kigali; (b) rainfed medium-scale farmers in the Eastern and Southern provinces; (c) rainfed, small-scale highland farmers in the Northern province; and (d) irrigated small-scale farmers in the Western province. Recent experiences in other countries with rugged terrain and smallholder farming systems similar to Rwanda suggest that significant growth in the use of tractors is possible in the medium term among smallholders cultivating rainfed maize and legumes, in addition to irrigated rice. However, farm wages may still be too low in Rwanda and tractor-hiring fees may still be too high to induce a shift to mechanization in the short term. Therefore, it may be advisable for policy support for mechanization to focus on improving the understanding of mechanization needs among each type of farmers identified, knowledge of suitable machines, and required skills for their operations and maintenance. Such efforts should also balance the need to develop competitive markets and supply networks for promising machines, parts, and repair services at a viable and integrated market scale.

Driven by the fast spread of private irrigation pumps, there has been a rapid expansion of intensive vegetable cultivation in the central Rift Valley in Ethiopia, making it the most important commercial vegetable production cluster in the country. Supporting that “quiet revolution” has been an inflow of migrant laborers – paid through daily, monthly, or piecemeal contracts, with few employment benefits attached to them – and a gig economy as widely-used contractors organize, among others, mechanized land preparation, the digging of wells and ponds, seedling propagation, and loading of trucks. Almost 60 percent of the irrigated area is cultivated by medium-scale tenant farmers relying on short-term rental contracts. It seems that gig economies characterized by flexible contract arrangements implemented by outside contractors, which are increasingly fueling sophisticated sectors in developed countries, are important in these commercial agrarian settings in Africa as well. We further find that the COVID-19 pandemic has led to significant disruptions of this model, as seen by more limited access to services and the unavailability or high price increases in factor markets, especially for labor. We further note large but heterogenous price changes in output markets. The pandemic seems especially to have had important effects on the medium-scale tenant farmers as they depend relatively more than smallholders on outside inputs, labor markets, and these gig economies. However, on the other hand, they benefit more than smallholders from favorable output markets for vegetables.

Gender differences in the engagement of work activities across sectors are important elements of gender inequality in rural livelihoods and welfare in developing countries. The role of production technologies, including agricultural mechanization, in addressing gender inequality, is increasingly explored. Knowledge gaps remain, however, including, how agricultural mechanization differentially affect labor engagements across sectors. This study aims to partly fill these knowledge gaps through micro-evidence from 8 countries (Ethiopia, Ghana, Nigeria, Tanzania, India, Nepal, Tajikistan and Vietnam), using several nationally representative panel data and supplementary data, and applying Correlated-Random-Effects Double-Hurdle models with Instrumental-Variables. We find that the use of tractors and/or combine harvesters by the household induces greater shift from farm activities to non-farm activities by female members than by male members. While statistical significance varies, these patterns generally hold consistently across all 8 countries studied. These patterns also seem to hold across different farm sizes. While these are short-term relations, agricultural mechanization proxied by tractor and/or combine harvesters is one of the important contributors to gendered rural livelihood. Future studies should more closely investigate underlying mechanisms and implications of these patterns.

Automation has been shaping world agriculture since the early twentieth century. Motorized mechanization has brought significant benefits in terms of improved productivity, reduced drudgery and more efficient allocation of labour, but also some negative environmental impacts. More recently, a new generation of digital agricultural automation technologies has appeared, with the potential to further enhance productivity, as well as resilience, while also addressing the environmental sustainability challenges driven by past mechanization. The State of Food and Agriculture 2022 looks into the drivers of agricultural automation, including the more recent digital technologies. Based on 27 case studies, the report analyses the business case for adoption of digital automation technologies in different agricultural production systems across the world. It identifies several barriers preventing inclusive adoption of these technologies, particularly by small-scale producers. Key barriers are low digital literacy and lack of an enabling infrastructure, such as connectivity and access to electricity, in addition to financial constraints. Based on the analysis, the publication suggests policies to ensure that disadvantaged groups in developing regions can benefit from agricultural automation and that automation contributes to sustainable and resilient agrifood systems.

The current report—Mechanized: Transforming Africa’s Agriculture Value Chains—summarizes the findings of a systematic analysis of what countries at the forefront of progress in mechanization have done right. It analyzes which policy decisions were taken and which interventions were implemented to substantially increase the uptake of mechanization. The report takes a broad perspective on mechanization, including technologies along the entire value chain and how they relate to agricultural development and job creation. The report shows what can be done to sustainably mechanize agriculture to increase production and enhance value addition across value chain segments. The set of policies and practices that are identified, if brought to scale, could have significant impact on agricultural transformation in Africa.
