Book Description
This book investigates notions of ‘quality’ in early childhood settings both in Australia and globally. After experiencing quality reform as an educator, the author turned to research as a means by which to better understand early childhood quality reform and agenda over time. This book questions how early childhood reform policy and agenda have constructed quality - what it is presumed to be and do - over time and the implications of these 'truths'. Taking a Foucauldian governmentality view of the history of Australian early childhood services, the impetus for the quality reform era, the quality reform policy assemblages and the contemporary post-reform era, this book rigorously examines prevailing policy assumptions, ambitions and deployments of quality, and warns of an emerging ambition for ‘only quality’ settings in early childhood. This book will appeal to early childhood students and educators, education policy sociologists and all who are interested in reclaiming early childhood education and care.

Book Description
In this important new book, Sharon Lynn Kagan and her colleagues focus on the more than 2 million individuals who care for and educate nearly two thirds of the American children under age 5 participating in nonparental care. Providing the most thorough synthesis of current research on the early care and education teaching workforce to date, the authors address frequently asked questions about teacher quality, teacher effectiveness, and the professional development necessary to achieve both. They conclude with a call for bold changes that would transform the early care and education workforce. Relying on empirical data and overviews of dozens of initiatives and programs that address early care and education teachers, the book provides a broad and deep analysis of issues surrounding the early care and education teaching workforce. Book Features: Practical—guided by research, offers common-sense recommendations to better prepare, recruit, retain, and adequately compensate early care and education teachers. Current—synthesizes hundreds of articles and studies to provide the most up-to-date review of the research. Comprehensive—places the issues in a system-based context to examine the entire early care and education teaching workforce in all settings. “This book honors Dr. Julius Richmond’s legacy by using his successful model of social change to comprehensively examine the important early care and education workforce issues facing our nation and to offer ambitious recommendations to address them.” —Sarah M. Greene, President and CEO, National Head Start Association

Book Description
This discussion paper provides the basis for the initial round of consultations on the development of a new national quality framework for early childhood education and care to progress these reforms. The consultations will be based on the key questions outlined in this paper and will be used to inform the development of the framework. In addition written submissions are also welcome. A national quality framework will provide parents, communities and operators of early childhood education and care services with a nationally consistent, streamlined and integrated licensing and accreditation system which ensures quality standards are implemented and maintained across all services. The new quality system will be aspirational and it may take some time to implement the full suite of standards to the highest quality level. This is an opportunity to identify key areas of quality that improve outcomes for children. It will also include an Early Years Learning Framework linked to national quality standards which will underpin early childhood education and care including universal access to 15 hours a week of affordable quality early learning for 40 weeks a year in the year before formal schooling. The framework will guide early childhood educators in developing quality early childhood programs. [p.1]
