This volume preserves the public papers and letters from the five-year period when Lawrence W. Wetherby was governor of the Commonwealth of Kentucky. Relatively little of this material has been available heretofore to the general public. And its inaccessibility may explain why the Wetherby administration has yet to be fully appreciated even by historians and political scientists. The years 1950 through 1955 offered problems and opportunities that made being governor both a challenge and a joy. It was a period of economic growth fostered by the artificial stimulus of the Korean War, and sudden economic readjustment when the war ended, that resulted in financial problems for Kentucky's government. There was depression in the important coal industry that caused a mass exodus of people from eastern Kentucky. A brief drought impaired agricultural production. While President Harry Truman had been quite solicitous of the state's needs, the new Republican administration in Washington was less so. Yet, of a positive nature, there was an influx of tourists, a concerted effort to diversify the state's economic base through industrialization, and an attempt to mitigate a characteristic isolation both within and without through the construction of toll roads and rural highways. The papers in this volume reflect the thought of Kentucky's executive branch on all of these issues.

Edward Thompson Breathitt Jr. served as governor of Kentucky from December 12, 1967. The Breathitt administration was notable for its close ties with the national administration of President Lyndon B. Johnson and with Johnson's Great Society programs. Governor Breathitt led successful campaigns for economic and industrial development, civil rights legislation, increased support for education, and expansion and improvement of the state highway and park systems. His most significant defeat was the rejection in 1966 of a new state constitution. His administration won several national awards, including: a Lincoln Key Award (1966) for leadership in the passage of civil rights legislation; Society of Industrial Investors' award (1964) for the best industrial development program; the Midwest Travel Writers Association award (1965) for the best travel promotion program; and the U.S. Department of Interior Distinguished Service Award (1967) for contributions in the field of conservation. Governor Breathitt's papers are of historical importance for the light they shed on one governor's attempts to mesh state and federal actions and to fit federal programming to the needs of his state.

Keen Johnson was governor of Kentucky from 1939 to 1943 -- years that spanned the end of the Depression and the initial involvement of this country in the Second World War. The account of Johnson's administration is chronicled here through a collection of his public papers. The material, organized by subject and arranged chronologically within each area, presents a rather clear picture of Governor Johnson's plans and concerns for Kentucky and of the actions he took as chief executive on behalf of the state. In contrast to contemporary procedures concerning the preservation of governors' papers in university and state archives, many of the Johnson papers were difficult to locate and, apart from a few complete speech manuscripts, were reconstructed in large part from cards containing outlines and notes for speeches, along with many state and local newspaper accounts of speeches he made and of events in which he participated. Many speeches have been extensively footnoted by the editor to provide the reader with supplementary information. Also included in this volume is a perceptive evaluation of the Johnson administration by H. Clyde Reeves, who served in it as a commissioner of revenue. The appendix offers as complete a listing as was possible to reconstruct of the speeches delivered by Governor Johnson during his term of office.

During the period from 1931 to 1967 -- thirty-six years -- Kentuckians elected only one Republican as governor of the Commonwealth. Yet that man, a former justice of the state's highest court, seldom appears as other than a footnote in the standard histories. That is unfortunate, for Simeon Willis of Ashland made a fine record as governor, assuming the office during World War II and leaving it strengthened in a postwar world. In this new volume in the Public Papers of the Governors of Kentucky series, editor James C. Klotter has assembled 173 documents and public statements, so that the Willis administration may be examined in depth for the first time. Such an examination is long overdue, for Willis sought to accomplish much under difficult circumstances. Hindered by the opposition party's control of the legislature and operating under wartime restrictions, the Willis administration nevertheless made path-breaking moves in education, health care, transportation, and civil rights. Many of the same difficulties Kentucky has faced in more recent years also existed during Willis's term. How he dealt with those puzzles can be instructive for today's citizens and leaders. Willis faced budget problems, sought to increase aid to education, confronted a conflict over the presidency of what is now Morehead State University, and attempted to increase tourism in the state. His calls for change would be echoed by later governors.

In his inaugural address, Governor Brereton C. Jones proclaimed, "This administration is committed to having the most positive, progressive, exciting four years in our state's history." Through speeches and press releases, this volume reflects the principal concerns of Jones's time in office. Thematically organized, the more than two hundred public statements included here present the public face of the Jones administration on such issues as health care, education, economic development, the environment, and governmental reform. Nowhere else has the full text of these speeches and press releases been printed. Governor Jones, born in 1939, was elected to the West Virginia legislature in 1964, where he served for four years before retiring from politics. After moving to Kentucky and switching allegiance from the Republican to the Democratic Party, he re-entered politics with a successful campaign to become lieutenant governor in 1987. He was elected the Commonwealth's fifty-fourth governor in 1991 by a record margin of nearly two to one. Jones initiated a number of reforms once in office. He turned a $400 million budget deficit into a $300 million surplus in four years, and he passed dramatic ethics reform in both the executive and legislative branches. Health-care issues were also of great importance to Jones, who spent the years before his election working with the Kentucky Health Care Access Foundation in addition to farming. After surviving a helicopter crash in 1992, he turned the main focus of his administration toward health-care reform and initiatives. Though he met with legislative opposition when he proposed universal health care for all Kentuckians, he did help pass legislation in 1994 that would serve as a solid beginning on the issue for future governors.
