Jean-Pierre Cabestan, a China specialist based in Hong Kong, provides an overview of “Thucydides’ Trap,” as coined by political scientist Graham Allison to describe the inescapable conflict between Beijing and Washington. Is China’s growing power a threat to the United States? Could it lead to war between the two nations? Economically and militarily stronger, and more nationalist than ever, the People’s Republic of China is increasingly tempted to use force to assert its power, especially in its immediate region. First, the author considers the factors around the threat of war, specifically on the Chinese side, then presents the three most likely armed conflict scenarios: around Taiwan; in the South China Sea; or in the Senkaku Islands under Japanese control. Cabestan also analyses the tensions between China and India along their common borders, which were revived in 2020. But the most likely scenario, according to Cabestan, would be a rapid, piecemeal attack, aimed at tearing borders apart or defending vested interests – not to mention increased cyber warfare. It could also manifest itself as the emergence of a new type of cold war, punctuated by crises bordering on either a nuclear strike or the use of new weapons. U.S.-Chinese tensions and the many potential fronts on which they could elevate are a conflict-in-waiting which will weigh on the 21st century and dominate international life as China seeks to become entrenched as a dominant world power.

Why do some civil wars end in successfully implemented peace settlements while others are fought to the finish? Numerous competing theories address this question. Yet not until now has a study combined the historical sweep, empirical richness, and conceptual rigor necessary to put them thoroughly to the test and draw lessons invaluable to students, scholars, and policymakers. Using data on every civil war fought between 1940 and 1992, Barbara Walter details the conditions that lead combatants to partake in what she defines as a three-step process--the decision on whether to initiate negotiations, to compromise, and, finally, to implement any resulting terms. Her key finding: rarely are such conflicts resolved without active third-party intervention. Walter argues that for negotiations to succeed it is not enough for the opposing sides to resolve the underlying issues behind a civil war. Instead the combatants must clear the much higher hurdle of designing credible guarantees on the terms of agreement--something that is difficult without outside assistance. Examining conflicts from Greece to Laos, China to Columbia, Bosnia to Rwanda, Walter confirms just how crucial the prospect of third-party security guarantees and effective power-sharing pacts can be--and that adversaries do, in fact, consider such factors in deciding whether to negotiate or fight. While taking many other variables into account and acknowledging that third parties must also weigh the costs and benefits of involvement in civil war resolution, this study reveals not only how peace is possible, but probable.

This paper aims at identifying practical ways in which NGOs might contribute to the peacemaking process in Somalia and Somaliland. It covers the Somali Civil War up to October 1993. The author believes that Somalia has become a testing ground for the UN, the U.S. and NGOs, a theatre in which many ideas pertinent to a possible future world order are being worked out. He believes the heart of the challenge is how humanitarian agencies learn to respond to the results of armed conflict in complex and protracted emergencies. A wide range of suggestions is offered to NGOs. They need to recognise that peacemaking is a long term process and should consider sponsoring research into the causes and impact of the Somali conflict. UN efforts have failed because they represented external intervention rather than a Somali initiative, so NGOs may need to get involved on a political level. They could assist by promoting "peacemaking" rather than "peace enforcement", for example, by advocating an enquiry into human rights abuses by UN personnel and by Somali warlords. Peacemaking needs to address the underlying causes of conflict- in Somalia land ownership and land use is a significant source of conflict and this is another area where NGOs could usefully focus resources. Finally, the author considers that peacemaking and development can usefully be seen as similar processes, both of which benefit from a participatory approach. Thus NGOs have an important role to play in promoting local initiatives.
