Record-high world oil prices have prompted renewed interest in producing liquid fuels from coal. The United States leads the world in recoverable coal reserves. Moreover, the technology for converting coal to liquid fuels already exists, and production costs appear competitive at world oil prices well below current levels. Yet, despite its promise, private investment in coal-to-liquids (CTL) technology is being impeded by three uncertainties: where oil prices are heading, what it actually costs to produce coal-derived fuels, and how greenhouse-gas emissions will be regulated. A domestic CTL industry could produce as much as three million barrels per day of transportation fuels by 2030. Having such an industry would yield important energy security benefits, most notably a lowering of world oil prices and a decrease in wealth transfers from oil users to oil producers. But establishing a large CTL industry also raises important policy and environmental issues associated with climate change, coal mining, and water consumption. Weighing both benefits and costs, it makes sense for the United States to pursue an insurance or hedge strategy that promotes the early construction and operation of a limited number of commercial CTL plants. "This Note documents the results of an analysis of two novel approaches to the production of liquid fuels from coal and oil shale that might offer major benefits over current fossil fuel technologies. The two concepts considered were lignin/coal/oil coprocessing, and aboveground retorting of oil shale using high-power microwaves. The authors analyzed the potential product cost impacts of both concepts and investigated their implied economic chokepoints. The findings suggest that there are many reasons that lignin/coal/oil coprocessing has promise. In addition, the process of retorting oil shale using high-power electromagnetic radiation in the microwave portion of the spectrum warrants an engineering scale-up to test the range of working parameters and establish the actual economic impacts to oil shale recovery by this method."--Rand abstract

Australia is a large, sparsely populated country with an economy based traditionally on raw materials exports. Though still a major international trader in minerals and agricultural products, Australia has suffered a decline in productivity, employment, exports, and economic growth since the 1950s. Most energy research and development (R and D) and policymaking activities are carried out under the National Energy Research, Development, and Demonstration (NERDD) program. The NERDD program priorities include, among others, production of liquid hydrocarbon fuels from natural gas or coal-derived synthesis gas and oil and gas exploration, assessment, and recovery technology (high priority); production of liquid fuels from coal and oil shale by hydrogenation or pyrolysis, coal gasification, and achievement of cost reductions in coal and oil shale exploration and assessment techniques (medium priority); and in-situ coal gasification (low priority). Bilateral agreements for energy R and D with other countries are carried out under the Australian Department of National Development and Energy. Australia currently has agreements related to oil, gas, shale, and coal liquids R and D with the UK, the US, Japan, and West Germany.
