Book Description
Excerpt from The Problem of the Pacific in the Twentieth Century The object of this book is to disclose to the reader the essence of the problem of the Pacific. In no other sphere of human activities are people as prone to nourish illusions as in the domain of phenomena affecting the commonwealth as a whole. To nourish such illusions is, however, as dangerous an error as to approach a precipice blindfolded. For this reason the author has aimed chiefly at restricting himself to the realm of realities in dealing with the problem of the Pacific. One of these realities is the necessity of all international agreements being backed by actual force. We may deplore this fact the more bitterly that mankind has but recently suffered such heavy losses in blood and treasure; but such is the present condition of the world, and it must be taken into account, more especially in a treatise, for such is the primary principal of positive science in search of the truth. The realities of so vast a problem as that of the Pacific can only be understood if the investigator embraces the entire field of social, economic, political and military conditions appertaining to the problem. Book Description
Excerpt from The Problem of the Pacific The author of The Problem of the Pacific, a real son of the great ocean, has in this volume so thoroughly sifted what has been written in recent years on the political aspects of it that the present writer would have declined from paucity, of knowledge to respond to the request to write a foreword to this very useful book had it not been that he has spent twenty-eight years of his life in the Pacific, and couse quently is deeply interested in that part of the world, where he has many thousands of friends of different races to whose welfare he can never be indifferent. These selected paragraphs distill the contents and give you a quick look inside Problems of the Pacific: Look inside the book: Now there stretch along that coast the Latin-American Power of Mexico, doomed, probably, to be absorbed before the great issue of Pacific dominance is decided, but having proved under Diaz some capacity for organisation; the gigantic Power of the United States with the greatest resources of wealth and material force ever possessed by a single nation of the world; and the sturdy young Power of Canada. ...To-day the west coast of the Pacific is held by the European Power of Russia; by the aspiring Asiatic Power of Japan, which within half a century has forgotten the use of the bow and the fan in warfare and hammered its way with modern weapons into the circle of the world's great Powers; by China, stirring uneasily and grasping at the same weapons which won greatness for Japan; by a far-flung advance guard of the great Power of the United States in the Philippines, won accidentally, held grimly; by England's lonely outposts, Australia and New Zealand, where less than five millions of the British race hold a territory almost as large as Europe. ...The British Empire—holding Australia and New Zealand with an audacious but thin garrison; having a long chain of strategic stations such as Hong Kong and Singapore; having in India a powerful rear base for supplies; holding a great part of the North-West Coast of America with a population as yet scanty but beginning to develop on the same lines as the Australasian people—is clearly well situated to win and to hold the mastery of the Pacific.
